Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. This position is located in the Office of the Director, Department of Energy. The responsibility of the Department of Energy (EAE/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. PROJECT CONTEXT This Global Cleantech Innovation Programme (GCIP) global child project responds to the call for systematic coordination at the global level, leveraging of opportunities for synergies and improved cost efficiency of allocated resources, all required due to the scaling-up of GCIP. GEF funding will be utilized for the establishment of a global coordination platform and for the development of GCIP tools and methodologies to ensure a systematic approach, programme consistency and coherence, and quality across the participating countries. By establishing an enabling environment, it will ensure that the catalytic grant investments from the GEF will leverage more investments from national stakeholders and the private sector, and deliver greater impact at scale. In particular, GCIP will de-risk investments in cleantech SMEs by transforming their early-stage cleantech solutions into viable, scalable and investable enterprises. The project will aggregate and enhance efforts to strengthen and connect the ecosystems of partner countries, and at the same time connect them to a truly global innovation ecosystem. Over the long-term, the project seeks to build robust innovation ecosystems that can identify and systematically support high-impact cleantech technology innovations as well as attract large-scale investments. This mechanism is expected to deliver significant global impact on limiting global temperature rise to well below 2 degrees centigrade as well as generating local environmental benefits. Global coordination, provided by this global child project, will enhance the performance of the individual child country projects as well as reducing duplication of efforts and costs. A significant part of the work of the global child project will be dedicated to supporting countries to implement their child projects through the platform, knowledge products, advocacy, outreach and programme coherence and coordination as well as direct technical support to SMEs, GCIP alumni, mentors, judges, national institutions and governments. https://www.thegef.org/project/global-cleantech-innovation-programme-gcip-accelerate-uptake-and-investments-innovative The position involves deliberately designing and sourcing climate technology innovations across technology, financing, policy, regulations in an iterative test-learn-adjust approach across 15 countries. In particular, the incumbent will lead both ecosystem-based interventions and interventions focused on climate and clean energy start-ups and SMEs to transform their early stage innovations into enterprises, provide business growth support, designing innovative seed and growth stage financing mechanisms and connecting start-ups and SMEs to investors. The incumbent will serve as a knowledge source on climate technology innovation, the related market potential and identify the niche for UNIDO’s engagement.

Main Functions

Under the supervision of the Project Manager, and working with the project team, the Project Administrator (Climate Technology Innovation and Entrepreneurship), administers elements of technical cooperation programme or specific project/s of limited complexity and execution of technical cooperation programmes and activities. Main duties: - Select, organize and summarize background information to describe the overall context and background relevant to a project or a sector of technical cooperation activities in a country, assess the local context for the planning and administration of individual technical cooperation projects; - Analyze and interpret project background history and documentation; identify, reconstruct and document significant project events, decisions and deviations; - Draft sections of project documents such as project background and justification; - Inform experts, consultants and other project participants about logistical arrangements and internal procedures for monitoring and reporting in terms of the immediate objectives of specific projects; - Monitor specific aspects of project execution and identify problems and proposing that actions be taken to expedite delivery of inputs; - Draft comments on designated aspects of project progress as an input to programme monitoring; - Draft project revisions, including adjusting individual project budgets, on the basis of changed work plans.

Minimum Requirements

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations or other relevant discipline with specialisation in climate technology innovation and entrepreneurship is required.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.

Computer Skills

Field of Expertise

At least three (3) years of professional experience in climate technology innovation and entrepreneurship, resource efficiency, acceleration of SMEs and start-ups, climate technology value chain development, and designing and facilitating access to early stage funding for climate SMEs, provisions of business growth support services is required. Experience in project management, business development monitoring and evaluation systems, and knowledge management and stakeholder engagement is desirable.
