Background of the project 

The US is evacuating Afghan Special Immigrant Visa (SIV) applicants who are hosted at military bases around the country.  The original plan was for NGO to support two groups, possibly three charters of 250 persons per air charter, with the first one arriving July 30th. Thus far, NGO support has been provided to dozens of flights.  IRC has been requested to remain fully operational in the anticipation of daily flights.  To support this mission, IRC requires additional staffing.

Major Responsibilities:

·Lead and coordinate field operations to align team effort with project plans, program objectives and strategic goals, and ensure project progress and implementation and oversee all aspect of staff management including

·Manage Field Finance, HR, IT, Supply Chain and Safety and Security staff, overseeing all aspects of staff management including hiring, onboarding, performance management, learning and development. 

·Ensures that all policies, procedures, and practices comply with IRC, donor, and national requirements

·Works closely with Program Technical Coordinators to identify programming technical needs and take the lead in implementation and follow up as appropriate and in close coordination with the program sector leads and guidance from the Team Lead.

·Develop and maintain effective working relationships with local coordination structures and stakeholders, representing the Unit in external fora and with local authorities

·Provide timely, concise, action-oriented reporting and communications on a scheduled and ad hoc basis to keep leadership informed and situationally aware and escalate issues as required

·Proactively identify, assess, monitor and implement measures to reduce or control risks that may impact field operations and program delivery

·Act as Security Focal Point for area of operation, and own and oversee implementation of Security Management Plan, adherence to standard operating procedures and scheduled review of measures

·Monitor the security situation, including attending security briefings and maintaining regular contacts with key security focal points in local government and UN/NGOs, keeping senior management and local staff informed of developments

·Ensure the provision and management of adequate facilities and office services, including office and living space, ICT and office equipment, administration, and budget planning and management

·Lead field-level strategic initiatives and cross-team efforts as assigned, such as client complaints and feedback, joint assessments, context analysis and emergency response, and ensure alignment and coherence with country and regional strategies as appropriate

·Ensure robust monitoring, evaluation and accountability systems are in place and implemented

·Work with the Safeguarding Coordinator to establish context-appropriate community-based reporting methods/tools in locations of implementation, based on community consultations to identify preferred methods and channels for reporting.
