In each of its thematic areas of work, UNDP at the request of its national partners provides relevant policy advisory support, technical assistance, advocacy, and knowledge to help Maldives achieve its global commitment on Sustainable Development Goals (SDG). With Maldives’s transition to Middle Income Country Status, Official Development Assistance from traditional donor sources has been on the continuous decline. UNDP is therefore working with its national partners to identify and tap into alternative and innovative financing mechanisms for development. This process involves broadening outreach and forging wide-ranging partnerships with stakeholders - including other UN agencies, the government, the private sector, philanthropic Foundations, multi-lateral and bi-lateral donors and International Finance Institutions to advance the country’s development strategies and objectives.

UNDP’s work in the area of Resilience and Climate Change (RCC) unit focuses on promoting sustainable management of the environment and increasing climate resilience through focused programming on climate change adaption and mitigation.

In 2021 under private sector engagements, Dhiraagu in partnership with the UNDP Maldives are implementing a project under the Sustainable Development Goal (SDG) 13: Climate Action entitled “Film for Change - Climate Edition”.

‘Film for Change’ is a programme that aims to empower young people to explore and form narratives on issues of climate change in Maldives through the medium of film. This will provide young people with the necessary technical and creative skills on producing documentary-style short films using mobile phones and tablets.

The activity consists of a training component and a post-production component with industry experts where trainees will produce 5 short films under the main theme in groups. The films will then be screened via social media and other public platforms to be followed by dialogue. Additionally, the films also have the potential of being showcased on platforms for youth advocacy on climate change at local, regional and global levels.  UNDP is therefore seeking the services of a local consultant to conduct a training on making short films to a youth group based on the guidelines provided by UNDP.

Duties and Responsibilities

Scope of Work

Under the guidance of RCC team, the consultant will be training and mentoring 5 groups of trainees to produce 5 short films under the theme of ‘Climate Action’. Since training and mentoring the groups will require different skills, it is recommended that the consultant be ready to seek assistance from other experts within the field. Tasks will include but not be limited to:

  • Using minimal equipment, deliver a 2-week theory and practical based training to 30 interested young people with minimal or no prior experience in the field.
  • Assisting the trainee group and recruit industry mentors as needed (pre- and post- production) to produce 5 short films using minimal equipment and smart phone / device (tablet, iPad) of 8-10 minutes each, based on themes provided by UNDP.
  • In consultation with UNDP and the participants, develop a communications and dissemination plan for the short films.
  • Launching and showcasing of short films.
  • Developing a final report highlighting the process and lessons learned.

Duration of the Assignment

Duration of the contract will be 10 weeks.

Institutional Arrangement

The consultant will work under the guidance of a committee and will report to the UNDP coordinator in the committee. Briefing meetings will be held with the committee for programme updates. The consultant will be expected to develop and maintain close relationships with the UNDP focal points established to manage implementation.

Duty Station and Expected Places of Travel

The Duty station will be in Malé, Maldives.

Payment Terms

The method of payment is output-based lump-sum scheme. The total amount quoted shall be all-inclusive lump sum and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration.

The payments shall be released upon submitting the required deliverables/outputs with satisfactory by the Assistant Resident Representative of RCC Unit as per agreement for each report in accordance with a set time schedule to be agreed in the contract.

Note: Payments will be based on invoices on achievement of agreed milestones i.e., upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel, honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per diems and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Competencies

  • Adaptability and ability to receive/integrate feedback.
  • Fluency in English and Dhivehi (written and spoken).

Required Skills and Experience

  • Minimum first degree in communications, film production/direction or related field or diploma in communication, film production/direction.
  • Minimum 2 years of local experience in production of films and social documentaries (International experience will be an added advantage).
  • Proven experience in training or mentoring people on film production.
  • Experience in the development sector will be an added advantage

 

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

  2. Production portfolio – if required
  3. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  4. Financial proposal that indicates the lump sum rate/fee of the candidate in Maldivian Rufiyaa (or USD in the case of international consultant).  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must include a breakdown of this daily fee (including number of anticipated working days and all foreseeable expenses to carry out the assignment);
