Duration:  One year with the possibility of extension subject to availability of funds, incumbent's level of performance and continued need for the services.  

The Secretariat of the WTO is seeking to fill the position of Head of Partnerships, Outreach and Resource Mobilization at the Executive Secretariat (ES) for the Enhanced Integrated Framework (EIF). This is a temporary position intended for the replacement of a staff member on secondment to another role within the WTO for a period of one year. The incumbent may return to his/her post after the secondment period.

General Functions

Reporting to the Deputy Executive Director of the ES, the Head will lead, manage, and coordinate:

1. EIF Donor relations, campaigns, and coalition building in support of resource mobilization. Specific responsibilities will include the following:

Provide leadership, expert advice, and coordination in developing and delivering donor relations and strategies to support the mobilization of funding for the EIF Trust Fund.
Lead strategic campaigns to raise trust and visibility; advance donor relationships; and act as a focal point to ensure that all EIF Donors are engaged and that their needs are met.
Provide advice to ES staff and Ministries of Trade in the least developed countries (LDCs) to help them with resource mobilization.
Coordinate consultative meetings between the ES and the EIF Donor community, report to EIF Donors and respond to EIF Donor needs and requests.

2. Strategic communications, outreach, and visibility. Specific responsibilities will include the following:

Lead and deliver communication strategies and plans to raise the EIF's profile, brand and visibility; and galvanize continued stakeholder support from the LDCs, international organizations, donors, civil society, the private sector, academia and the media.
Maintain and strengthen the EIF's communications, including its "Trade for Development News" news website, social media channels, and CommsConnect, the programme's community of practice that is building the capabilities of LDC Ministries of Trade to maximize impact and reach.
Participate in, and shape, trade for development, Aid for Trade (AfT) for the LDCs, and high level events with the EIF as a lead or partner, to ensure that the programme remains a leading AfT mechanism dedicated to support the LDCs towards the achievement of the Sustainable Development Goals.
Work closely with the Monitoring, Evaluation and Learning team and other colleagues in the ES to effectively communicate key results and lessons.
Contribute to effectively positioning the programme in the ongoing discourse and initiatives related to the global development agenda on the LDCs across global media by supporting the publication of opinion pieces and securing mentions in regional and national media.

3. Strategic partnerships. Specific responsibilities will include the following:

Lead and manage the organization of the EIF Steering Committee meetings to serve as a forum for transparency and information exchange, in close collaboration with EIF Board processes.
Maintain and strengthen partnerships with existing and potential strategic partners to achieve the objectives of the programme.
Work closely with EIF Agencies and the programme's strategic partners on communication and outreach efforts, and with donors and investors, including the private sector, to mobilize additional funding for the LDCs.

4. Team management and collaboration with the WTO. Specific responsibilities will include the following:

Manage team activities, lead, guide, mentor and develop fixed term and short term staff and interns, and supervise, and work with, external consultants.
Support, and work closely with, the various Divisions of the WTO Secretariat that work for and with the LDCs.
Carry out projects/activities assigned by the Executive Director and the Deputy Executive Director of the ES in accordance with the team's objectives.


REQUIRED QUALIFICATIONS
Education:

Advanced university degree in one of the following fields: Business Administration, Management, Marketing, Public Relations, Global Affairs, Economics, International Trade, or related fields with a development component.
Knowledge and skills:

Required technical skills and knowledge:
Proven track record of results orientation, including the achievement of fundraising targets; extensive knowledge of, and expertise in, developing and implementing fundraising/marketing campaigns and communications/outreach strategies; experience working with donor and fundraising databases, systems and processes; and knowledge of the global development agenda.

Ability to establish strategic partnerships to meet the overall mission of the EIF and to establish and maintain strong networks; and excellent relationship management skills.

Excellent drafting, presentation, and communications skills, in a variety of formats and in a concise, targeted, persuasive and creative manner. Strong research skills;

Other technical requirements:

Knowledge of international development issues, and in particular AfT, including the roles of donors, international agencies and other players in providing and delivering AfT.

Required behavioural skills:

Planning, organizing, and multi tasking skills, including the ability to work under tight deadlines and often under high levels of stress.

Self starter individual, with high levels of flexibility and motivation; strong creative and innovation skills; high level of attention to detail; capability to initiate, build and maintain relationships with a variety of people, both inside and outside of the organization; ability to market/sell a cause and make the most of opportunities; ability to communicate complex ideas and technical facts in an accessible and user friendly manner; ability to work in a multicultrual team environment, where supporting and gaining the support of others is important to achieving one's objectives; capacity to be empathetic to others and respect others' ideas, opinions and perspectives; supervisory skills; and multi lateral diplomacy skills.

Desirable skills:

Knowledge and understanding of, and sensitivity to, the challenges faced by the LDCs; interests and priorities related to trade and the economic development of the EIF Countries; the dynamics of AfT and development aid from the EIF Donor, EIF Partner Agency and LDC perspectives; and the issues of poverty, gender, environment, global and regional value chains, regional integration and the private sector's roles in fostering inclusive trade.
Work Experience:

A minimum of eight years' relevant experience in fundraising, partnerships and marketing/outreach within the international development sector, including with a focus on bilateral donors, corporate bodies and foundations.
Languages:

Fluency in written and spoken English is required, and a competent level of French or Portuguese is desirable.
Additional Information:

The position may be offered at a lower grade if the selected candidate does not fully meet all the required qualifications.
