Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management.

As the interim Principal Recipient for the Sudan GF programmes to be implemented from 1 January 2021 to 31 December 2023, UNDP is responsible for the financial and programmatic management and the procurement of health products for the Global Fund HIV,TB and Malaria grants to Sudan (the ‘Grants’) in coordination with the Federal Ministry of Health, national and technical partners for the achievement of programme results and the effective use of grant resources.

In order to provide strategic planning, programmatic and operational management and oversight to the GF portfolio to achieve the defined programme goals, targets and effective delivery, a dedicated Project Management Unit (PMU) has been established. Under the overall supervision of Procurement and Supply Management Specialist, the Supply Chain and e-Logistics Management Information System Analyst will be responsible for providing technical support to the National Forecats and Quantification Technical Working Group, the FMOH, NMSF and supply chain partners to strengthern the national supply chain management systems including implementation of e-LMIS,  and building sustainable storage and distribution systems to achieve a high level of supply chain performance. The Supply Chain and e-Logistics Management Information System Analyst will be res[ponsible for building  strategic partnerships, providing policy and strategic technical guidance and engaging with partners to strengthen national systems and health institutions in the context of supply chain management fo health products.

Duties and Responsibilities

  1. Ensures sustainable supply chain management system strengthening activities, including logistic information system, sustainable storage and distribution systems and services for health products guidance and capacity building and facilitation of knowledge building and sharing
  2. Planning, Design and Implementation of the Electronic Logistic Management Information System (eLMIS)
  3. Support the data management of Global Fund products Supply Chain through the Warehouse management system (WMS) at NMSF and the Electronic Logistic Management Information System, eLMIS in the supply chain
  4. Ensures timely preparation, analysis and submission of required reports to FMOH, NMSF, UNDP,
  5. Supports the creation of partnerships and ensure harmonization of SCM interventions
  6. Knowledge Management.
  1. Ensures sustainable supply chain management system strengthening activities, including logistic information system, sustainable storage and distribution systems and services for health products guidance and capacity building and facilitation of knowledge building and sharing focusing on achievement of the following results:
  • Engages with the Federal Ministry of Health, SR, implementing partners, UN entities, financial and technical partners to strengthen national systems and health institutions, in the area of supply chain management, including electronic logistic management information system , improving sustainable storage and distribution capacities and inventory management sytems
  • Ensure strategic planning, oversight and management of the supply chain management for health products in compliance with UNDP’s rules, policies and procedures, the grant agreements and corporate agreements with the Global Fund ensuring integration across functional areas;
  • Provide substantive monitoring of supply chain management for health products and proactively leads on reviews for underperformance, bottlenecks and ensures the accountability for the timely implementation of corrective action(s) to ensure consistent supply of health products and expiries with international standards; 
  • Work with the FMOH and in collaboration with the Capacity Development and Transition Specialist to designing priority supply chain and e-LMIS capacity development plans and budget and ensure that these plans have timely milestones and indicators and that they are implemented and reported on quarterly basis.
  • Ensure that supply chain information is available on time, and are of quality and complete to inform  stock status, forecasts, procurement orders, shipments, storages, distribution and other SCM information required for reporting and timely decision making.
  • Liaises with supply chain counterparts to ensure adequate planning, receipt, storage and distribution of health products;
  • Serve as UNDP focal person for providing operational  technical support to the National Forecats and Quantification Technical Working Group and ensure regularly monitor the timely and regular quantification and forecasting of health products.
  • Work with the PSM team at the FMOH and UNDP  responsible for Health Products Management to prepare the quarterly stock status.
  • Leads on the engagement with national partners and oversees the development of capacity development strategies to support national entities in the area of supply chain management, including logistic information system, sustainable storage and distribution systems and services for health products and ensuring access to appropriate tools and resources ensuring coordination with other donor initiatives
  • Ensures Sub-recipients are well advised on supply chain  issues throughout the grant life cycle to ensure supply chain improvement plans are adequately designed , budgeted and implemented.
  1. Planning, Design and Implementation of the Electronic Logistic Management Information System (eLMIS):
  • Provides advice and support to the national and State implementation teams  in development and phased implementation of the Electronic Logistic Management Information System, (eLMIS). This activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for  health products as will determined by the FMOH from time to time.
  • Works with FMOH and NMSF to ensure prompt and timely delivery of all planned activities against the roll-out of e-LMIS implementation plan
  • Support the implementing states by establishing linkages with the State Ministries of Health, the States Departments of NMSF and other relevant officials, including the identification of gaps and challenges in the states that could affect the roll out of eLMIS there and propose solutions
  • Monitors and manages potential risks to the project delivery and work with FMOH and NMSF teams to mitigate these risks

 

  1. Support the data management of Global Fund products Supply Chain through the Warehouse management system (WMS) at NMSF and the Electronic Logistic Management Information System, eLMIS in the supply chain:
  • Monitor and evaluate the Global Fund products data flow through NMSF Warehouse Management Systems (Damco) and the Electronic Logistic Management Information System, (eLMIS) and provide monthly reports.  
  • Ensure that the supply chain data management is being implemented in compliance with the SRs agreement with GFATM and UNDP rules, regulations and procedures.
  • Work closely with the PSM specialist, Procurement and PSM analysts and  Project managers for each grant to identify and address any supply chain data bottlenecks, constraints, challenges and opportunities to enhance grants implementation and performance.
  • Ensure information is shared and data is maintained between the SCM team and the different Project managers for each grant s well as M&E, including the provision of adequate information on stock status,  distribution, consumption, expiries and other SCM information required for reporting and timely decision making.
  • Identify innovative approaches and modalities to achieve SCM targets.
  1. Ensures timely preparation, analysis and submission of required reports to FMOH, NMSF, UNDP, focusing on the achievement of the following results:
  • Work closely with FMOH/DCD, NMSF and PSM colleagues to ensure effective monitoring, timely development of reports (quarterly, annual, ad-hoc, etc.) and analysis of results of SC to incorporate lessons learnt into recommendations for improvement to be implemented by partners.
  • Ensure regular communication, verification of reports and timely feedback to FMOH and NMSF on the implementation of the eLMIS project
  • Maintain effective communication and collaboration with the all concerned partners including FMOH,NMSF, GFATM,LFA and GF HIST team.
  1. Supports the creation of partnerships and ensure harmonization of SCM interventions, focusing on the achievement of the following results: 
  • Provides support in creation of strategic partnerships and maintain effective communication channels with relevant SCM partners including NMSF and FMOH
  • Actively engage and provide necessary support in the integration of UNDP, FMOH and NMSF with other partners and other programmes in the FMOH.
  • Implement supply chain management and e-LMIS recommendations from the GF, OAI, OIG and other internal and external audits by ensuring timely corrective measures are taken, and reported on time.
  1. Knowledge Management :
  • Prepares reports on activities, outputs and outcomes to meet internal UNDP requirements and for FMOH and the donor;
  • Monitors and manages documentation on implementation of supply chain systems strentherning and e-LMIS implementation process and use lessons learned to inform effective scale up;
  • Provides periodic status reports, annual reports, case studies, etc. in a timely manner

Institutional Arrangement

  • Under the overall supervision of the Procurement and Supply Management Specialist, the Supply Chain and e-Logistics Management Information System Analyst will be responsible for providing technical support to the National Forecats and Quantification Technical Working Group, the FMOH, NMSF and supply chain partners, strengthern the national supply chain management systems including implementation of e-LMIS to achieve a high level of supply chain performance, coordinating and building strategic partnerships, providing policy and strategic technical guidance and engaging with partners to strengthen national systems and health institutions in the context of supply chain management for health products.  This will be done in accordance with UNDP rules, policies and procedures, GF grant agreements and corporate agreements with the GF, working in close coordination with national stakeholders, implementing partners, the GF (including Local Fund Agent), technical partners, UN entities, the GF/HIST and other UNDP units and programmes. The Supply Chain and e-Logistics Management Information System Analyst will promote a collaborative, client-oriented approach, ensuring integration across functional areas within the PMU and support to the integration of capacity building activities.

Required Skills and Experience

Education:

  • An advanced university degree (Master's degree or equivalent) Supply Chain Management is an asset.
  • A first-level university degree in Pharmay with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

EXperince:

  • A minimum of two years with a master’s degree or 4 years of bachelor’s degree of relevant professional experience, which includes supply chain management of health products

Language Requirements:

  • Fluency in both spoken and written English and Arabic is required.

Other:

  • Demonstrated experience in use of  statistical packages for forecast and quantification of commodities
  •  Experience in the usage of computers and office software packages and advance knowledge of web-based management system for logistical management information systems
