Organisation Description:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home. The IRC has been working in Uganda since 1998 supporting nationals and refugees and various institutions in the country notably the government, community-based organizations, the civil society and the private sector. The current program portfolio in Uganda includes health, peace building, gender-based violence, economic recovery and agribusiness, and children & youth. IRC has a country office in Kampala, and field offices in Kiryandongo, Kyaka II, Yumbe, Imvepi and Moroto.

With the support of UNFPA, the IRC aims to reduce violence against women and girls and improve sexual and reproductive health among women aged 10-24 in Karamoja. The IRC works in collaboration with community structures and local government to ensure that all activities are sustainable and community based. IRC is implementing a Women Protection and Empowerment (WPE) Project funded by UNFPA. This aims at engaging community structures to facilitate the process of positive behavioral change in the community. The approach of Engaging Men through Accountable Practices and SASA! (Start Awareness and Support Action) are Strategies used to prevent Gender Based Violence.

Scope of Work:

SASA! is a methodology meant to inspire, enable and structure effective community mobilization to prevent violence against women and HIV/AIDS. SASA uses four strategies: local activism, media, and advocacy, communication materials and trainings to reach a variety of people in a variety of ways. The program approach has four phases: Start, Awareness, Support and Action. After successfully carrying out the Awareness phase in the community, IRC feels the community is ready to move on to the next phase which is the Support Phase. The assessment seeks to collect data (quantitatively and qualitatively) to gauge the readiness of the community members in terms of their knowledge and attitudes to transition to the 3rd phase of the approach which is “Support.” The findings of the assessment will generate a report on levels of knowledge and attitudes about Gender Based Violence in the communities.

With the support of the M&E team the data collectors are expected to:

Perform data collection activities
Ensure safe custody and institute quality checks of the data being collected
Answer study related questions that the respondents may ask before or during data collection
Select the respondents through systematic sampling
Interview an average of 39 people a day
Participate in conducting a Focus Group Discussion

Deliverables:

Administering informed consent, conducting and completing interviews in accordance with the study protocol
Administering survey questionnaires
Conducting Focus Group Discussions
