Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In September 2017, the EU and the UN launched an ambitious partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative will deploy targeted, large-scale investments in Asia, Africa, Latin America, the Pacific and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Guyana, Grenada and Trinidad and Tobago are three of the countries in the Caribbean to benefit from this transformative initiative.

The Spotlight Initiative in Grenada will contribute to the achievement of gender equality, peace, social inclusion and protection of human rights, which are catalytic for sustainable development (particularly SDGs 5 and 16) and inclusive growth, in accordance with Agenda 2030, as well as the priority areas of the UN Multi-Country Sustainable Development Framework. The Initiative will contribute to the full implementation of Grenada's Gender Equality Policy and Action Plan (GEPAP), and Government's Public Service Delivery Agreement (2019) to strengthen interventions to combat Family Violence, including Intimate Partner Violence and Child Sexual Abuse linked to Enhancing Social Capital and Citizen Wellbeing pillar of Government's Medium-Term Agenda for 2019-2021. In addition, the outcomes of this initiative will be integrated into the National Sustainable Development Plan 2035, which is being developed, to take effect from 2020 to 2035.

The Grenada Spotlight Initiative will build on lessons learned from former and existing programmes with its partners, including CSOs, development agencies such as UN Agencies, EU and others to address bottlenecks hindering progress and to build on successes to ensure a successful and sustainable y programme achieving visible gains to End Violence Against Women and Girls (EVAWG) in Grenada.

The SI Country Programmes will use a multi-sectoral, multi-layered, interlinked community-centered approach to the implementation of the interventions on the following six Outcome Areas based on the socio-ecological model for addressing SGBV:

Pillar Two: Strengthening Institutions

Pillar Three: Prevention and Social Norms

Pillar Four: Delivery of Quality, Essential Services

Pillar Five: Data Availability and Capacities

Pillar Six: Supporting the Women’s Movement and CSO

Under the overall supervision of the UN Women MCO - Caribbean Representative, and day to day supervision of the Planning and Coordination Specialist (Trinidad and Tobago) the Field Coordinator will provide technical assistance for mobilising the women’s rights organisations (WROs) and civil society organisations (CSOs) for engagement under Pillar 6 of the Grenada Spotlight Initiative; provide technical support on the implementation of civil society-led projects under the Spotlight Initiative; facilitate the organizing and expansion of civil society networks; support the application of social accountability tools by civil society, and evaluate and report on the programme, including civil society engagement.  

Duties and Responsibilities

Under the direct supervision of the Planning and Coordination Specialist (Trinidad and Tobago), the consultant will conduct the following tasks:

  1. Conduct a desk review of CSO Assessments, reports and data relevant to the CSO community in Grenada, Carriacou and Petite Martinique.
  2. Coordinate dialogues to facilitate the building of partnerships among WROs and CSOs in Grenada, Carriacou and Petite Martinique.
  3. Conduct field visits to support CSO activities in progress by providing technical coherence support, quality assurance, quality control of knowledge products, guidance on project reporting and monitoring and evaluation.
  4. Provide support to the Civil Society National Reference Group (CS-NRG) in conducting an evaluation of the impact of the Spotlight Initiative.
  5. In consultation with the CS-NRG, prepare a shadow report on the implementation of the Spotlight Initiative, including Civil Society engagement.
  6. Support the CS-NRG and civil society stakeholders in applying and implementing social accountability tools developed under the Spotlight Initiative.
  7. Prepare and submit a Final Report on the project, including lessons learned, challenges and opportunities.

Required Skills and Experience

The consultant should meet the following criteria:

Experience:

  • At least 3 years’ demonstrated experience working on capacity development, movement building or providing support to civil society is required.
  • At least 3 years’ experience in conducting evaluations and report writing is required.
  • Experience working on gender equality and human rights issues, especially in the area of ending violence against women, would be an asset.  
  • Experience working on development programmes or projects would be an asset.  
  • At least 3 years’ experience working in the CARICOM region is required.

 

Languages:

  • Fluency in English is required.

 

Education:

  • A Master’s Degree in Sociology, Community Development, Gender Studies or other related social science field is required.
  • A first degree in any of the fields, with an additional three years of qualifying experience, may be accepted.

 

  LOCATION AND DURATION

  • The consultancy will be home based however, field visits across Grenada, Carriacou and Petite Martinique will be required.
  • The consultant will be engaged for a maximum of 40 working days during the period 1 October – 31 December 2021.

 

REMUNERATION

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.
  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits.  Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness.   The medical coverage should be international when the contract requires missions or international assignment.
  • If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.

 

HARDWARE, SOFTWARE, AND COMMUNICATION:

  • The consultant must be equipped with a fully functional laptop, which must run at least Windows 7. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

 

REFERENCES:

  • Minimum of three client references that include the name of the contact person, title and contact information.

OTHER:

  • The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with potential future contractors with respect to the TORs and work that they will be delivering
