ABOUT THE JOB:

PCI/GC seeks an experienced Fellowship Project Manager for the anticipated Disaster Risk Management Professionalization and Youth Leadership (DRM-PYL), a $7.68M five-year, US Agency for International Development (USAID)-funded project in Ethiopia. This project will be designed to build the next generation of young disaster risk management (DRM) professionals by equipping them with the skills that they need to actively engage in disaster risk management, and by creating professional employment opportunities for them to be actively engaged and employed in the DRM system.

The Fellowship Project Manager will collaborate closely with his/her university counterparts to oversee all daily aspects of the Fellowship Program (including pre-Fellowship training, Fellow recruitment and selection, placement, mentor identification, and Fellow performance management, demand-driven training during the Fellowships, and payment to Fellows), amongst other tasks.

KEY DUTIES AND RESPONSIBILITIES:

Building on PCI/GC’s experience with the collaborative design and implementation of fellowship programs in disaster risk management and humanitarian assistance:

  • Foster collaborative planning and implementation of the project’s fellowship program in disaster risk management for youth with the project’s university partners.
  • Guarantee that the program meets its intended goals for all project stakeholders, including young professionals, universities, implementing organizations, and private sector companies.
  • Collaborate with project staff and partners to develop standard operating guidelines, quality assurance and control systems, milestones, successful startup and efficient technical service delivery mechanisms.
  • Ensure that all project components work together to create multiplier effects across and between technical sectors.
  • Contribute to the establishment and management of systems to ensure cohesion across all technical sectors of the project.
  • Ensure that overall technical implementation quality remains consistent and of high quality among all of the sub-awardees and implementation locations in the award.
  • Plan for and engage in regular opportunities for partners to reflect on progress, such as partner meetings, portfolio reviews, and after-action reviews. These opportunities may focus on challenges and successes in implementation to date, changes in the operating environment or
  • context that could affect programming, opportunities to better collaborate or influence other actors, and/or other relevant topics.
  • Encourage partner and stakeholder collaboration through activities including joint work planning, regular partner meetings that facilitate knowledge sharing, and/or working groups organized along geographic or technical lines.
  • Work closely with universities and PCI/GC’s CLA team to ensure that monitoring, evaluation, and learning feedback loops are being properly fed into and utilized by the technical field staff.
  • Use the knowledge and learning gained from implementation, opportunities to reflect on performance, monitoring data, evaluations, knowledge about the context, and other sources to adjust interventions and approaches as needed.
  • Develop systems to identify operational risks and their management and to reduce risks in project implementation.
  • Establish a culture of evidence-based decision-making and data driven analytics in an intentional way that responds to new information and changes in context.
  • Support the COP in establishing excellent communication protocols and working relationships with GOE, universities, donors, partners and other stakeholders.
  • Actively engage in Global Communities’ effort to embed innovation and support the project team in doing so as well.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Education: Master’s Degree preferred in an area relevant to disaster risk management and crises response
  • Minimum of three years of relevant senior management work experience, or a Bachelor’s degree and a minimum of five years relevant senior management relevant experience. Professional experience should demonstrate progressively increasing responsibilities.
  • Knowledge and experience working on DRM issues in Ethiopia.
  • Experience working with universities, government officials and building consensus among diverse actors, including NGOs (local and international), representatives of civil society, the private sector and donors.
  • Demonstrated abilities in USG donor reporting, including monitoring and evaluation, with a USAID experience preferred.
  • Proven leadership skills and demonstrated experience developing, mentoring, and building the capacity of staff and partners.
  • Development philosophy in keeping with Global Communities’ mission, vision, core values and approach to integrated, community-driven programming.
  • Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically.
  • Fluency (verbal and written) in English.
