In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of comprehensive primary healthcare, family planning, maternal and child health, strengthening human resources for health, and noncommunicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.

Jhpiego is hiring for the position of Senior Program Officer for its BMGF funded comprehensive primary healthcare project based at Lucknow, Uttar Pradesh. The position will work closely with state and country office team and state government officials to strengthen comprehensive primary healthcare through health and wellness centers as per state’s road-map.
This position requires technical expertise in the area of public health, health system strengthening with in-depth understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position will report to state team lead.

Responsibilities:

• Work closely with project team and state government counterparts to develop, implement, monitor state specific project activities including development of roadmaps, work-plans, activities, reports etc. in the area of comprehensive primary health care.
• Support in creating training ecosystem of certificate course in community health.
• Provide technical assistance for roll out of School Health and Wellness Program and integration with Health and Wellness centres.
• Provide technical assistance for mainstreaming RMNCH+A services at Health and Wellness centres.
• Support the state team and work closely with relevant partners/stakeholders on implementation of WASH component through AB-HWCs, community-based structures and SHWP platforms.
• Provide technical assistance for integration of WASH activities with Ayushman Bharat-Health & Wellness Centres (HWCs) and School Health and Wellness program (SHWP) platforms.
• Provide technical assistance for integration of Tuberculosis services at Health and Wellness centres towards meeting the NTEP goal.
• Support state team in strengthening the supply chain mechanism for drugs, diagnostics and logistics especially at the primary health care settings.
• Support and coordinate with state team in improving the primary health care teams’ response to SARS-CoV-2.
• Support in implementation of the annual work plans by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.
• Work closely with state team lead to develop roadmap, operational plans and financial proposals (PIPs) for setting up of HWCs in the state in line with GoI guidance.
• Meet regularly with Government/NHM officials and Health Department staff for smooth project management and respond in a timely manner to requests for meetings and reports.
• Support supervisor in ensuring state, donor and headquarter reporting needs are met in a timely manner.
• Facilitate project activities including workshop planning, conduction and logistics management.
• Coordinate and collaborate with JHPIEGO staff and consultants for effective program implementation as well as liaise with other partners working in CPHC, WASH and RMNCH+A domains.
• Represent the organization at the appropriate forums as and when required.
• Support documentation of project results, successes, challenges and lessons learned.
• Perform or assume other duties as assigned by the supervisor.

Abilities/Skills:
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts.
• Proficiency in writing technical and programmatic documents such as training materials and reports.
• Strong written and oral communication skills in English, Hindi and regional languages
• Ability to handle a variety of assignments under pressure of deadlines.
• Ability to multi task and work under multicultural environment.
• Ability to work in a diverse technical team.
• Proficiency in computers – Microsoft Office.
• Ability and willingness to travel up to 50 % of his/her time.

Qualifications/Knowledge and Experience:
• MBBS/BDS/BAMS with an essential post-graduate training in public health (MPH/DPH/ Post graduate diploma in health management)
• At least 5 years of experience in Public Health sector
• Prior work experience in CPHC, Tuberculosis, WASH, School Health program or primary healthcare is desirable
• Fluency in local language and ability to join early will be an added advantage
• Familiarity with the Indian health system, newer initiatives in health sector including Ayushman Bharat Health & Wellness Centers (HWCs), Water, Sanitation and Hygiene (WASH) School
Health and Wellness Program (SHWP) and relevant government policies/ strategies
• Technical knowledge and field experience of implementing large scale public health programs
