JOB PURPOSE

 

The Panama Regional Bureau supports 14 offices (13 country offices and the regional office) in Latin America and the Caribbean, to deliver professional, client-focused HR services, partnering with managers to implement HR and Talent Management solutions, aligned to WFP corporate priorities. In this context, we are seeking a qualified HR and TM professional to lead a talent acquisition project.

 

Under the leadership and overall guidance of the Regional HR Officer for Latin America and the Caribbean, and with the support of the RBP HR team, the HR International Consultant will perform the following functions.

KEY ACCOUNTABILITIES (not all-inclusive)

 

1. Review the existing Regional Consultancy Roster (RCR) project documents and give it closure.

 

2. Analyse and assess the specific staffing needs the RCR ought to address, by function and sub-region.

 

3. Launch and manage the second iteration of the RCR to continue building and managing the talent within the region, understanding regional and CO-specific needs and planning/implementing workable solutions to recruit, retain, manage, and develop a high caliber workforce to deliver business objectives, incorporating lessons learnt.

 

a. Design the talent acquisition strategy for the RCR.

b. Identify and budget the resources and partnerships required.

c. Implement the strategy with a focus on potential candidates from within the region, gender parity, and diversity, creating a regional roster of consultants by functional area to respond to organizational needs.

d. In collaboration with other members of the team, develop communications material.

4. Conduct an assessment of the candidate experience in RBP’s recruitment processes, identifying opportunities for improvement and developing a proposal to leverage them.

 

5. Contribute to creating a respectful, inclusive, and enabling work environment, where everyone upholds WFP values and where Management engages employees and invests in their development and high performance.

 

6. Others as required.

STANDARD MINIMUM QUALIFICATIONS

 

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

 

Experience: Three to five years of postgraduate professional experience in Human Resources with an interest in international humanitarian development. Prior experience managing, or significantly  contributing to, talent acquisition projects.

 

Languages: Fluency in English and Spanish.

Knowledge and Skills:

 

• Knowledge of HR best practices, techniques, and processes with a solid theoretical background.

• Ability to work with minimal supervision.

• Ability to analyse data, draw conclusions, and recommend a course of action.

• Excellent communications skills.

• Ability to work with a variety of stakeholders.

• Ability to establish and maintain effective relationships with clients and provide client-oriented service. Ability to identify clients’ needs and address them with workable solutions.

• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
