Background

The combination of high vulnerability, persistent development challenges, and exposure to economic, social, and environmental shocks threaten progress in the achievement of Agenda 2030 and the SAMOA Pathway for the North Pacific Small Island Developing States (SIDS).  As per the global MCO review recommendation concluded in May 2019, the UN reform brought forward the demand from countries and territories served by MCOs for more tailored country support, enhanced physical presence, increased policy and technical resources, deeper engagement in global and regional inter-governmental forums, strengthened data capacities, better access to finance, and South-South and triangular cooperation, to better meet the ambitions of the 2030 Agenda and implement the SAMOA Pathway priorities.  In response, the UNSDG has committed to enhance the support to these countries and territories, largely constituted of SIDS, through a set of collective and individual actions.  Establishment of UNDP’s office in the North Pacific is part of this commitment.   

The COVID-19 pandemic is plunging North Pacific economies into a deep economic recession and exacerbating existing levels of unemployment, deprivation and hardship for the most vulnerable communities. COVID-19 is having a disruptive influence on key economic sectors such as tourism, fisheries, commodities, remittances and official development aid; with detrimental impacts for businesses, jobs, employment, and income. Reduced tax receipts and government revenue threaten the capacity of governments to provide and sustain quality essential services such as healthcare and education for individuals, households, communities and businesses; and increase exposure to debt and budgetary deficits.  

In addition to new risks created by the COVID-19 pandemic, the protracted nature of COVID-19 has exacerbated pre-existing levels of poverty and inequality in the Pacific. COVID-19 is exposing fractures in already fragile economies and societies and compounding the impacts of natural disasters and climate change. COVID-19 is having a direct effect on the immediate health and wellbeing of Pacific communities, while also threatening to reverse long-term development gains and jeopardizing progress towards the SDGs. 

UNDP programmes in the North Pacific will be focused on three main areas i) Climate Action ii) Governance and iii) Inclusive Growth. Although majority of the projects are environment focused and funded by vertical funds, youth empowerment, gender equality and digital transformation are emerging areas which are important to address the issue of vulnerability and inequality further compounded by the impact of Covid-19. The North Pacific Office operate from the UNDP North Pacific Office in Micronesia, jointly coordinated with the UNDP Pacific Office in Suva, Fiji.

Under the guidance and supervision of the Operations Manager, the Driver provides reliable and safe driving services to the UNDP office, and other UN officials and visitors ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national, ethnic, cultural and gender backgrounds.

 

Duties and Responsibilities

Summary of Key Functions:

  • Provision of reliable and secure driving services
  • Proper use of vehicle
  • Day-to-day maintenance of the assigned vehicle
  • Availability of supplies/stationary etc.
  • Provision of administrative support

Ensures provision of reliable and safe driving services by

  • driving office vehicles for the transport of UNDP DRR, other UNDP/UN officials and visitors and delivery and collection of mail, documents and other items;
  • meeting official personnel and visitors at the airport, including visa and customs and protocol formalities arrangement when required; and
  • ensuring that all immediate actions required by rules and regulations are taken in case of accidents.

Ensures cost-savings throughproper use of vehicle through accurate maintenance of daily vehicle logs, submission of private use of vehicle, should it be approved by Resident Representative, provision of inputs to preparation of the vehicle maintenance plans and reports, proper monitoring and management fuel usage. 

Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, regular check of tires, brakes, car washing; arranges vehicle registration, licensing, and other statutory requirements.

Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the vehicles.

Provide administrative support to the team such as front counter support, collect and deliver pouch, delivery of mails, submission of purchase orders to vendors, collect supplies, maintain supplies of water and overall upkeep of the Sub-office that it is properly clean and tidy at all times.

Required Skills and Experience

  • Education:
  • Secondary Education. Valid Driver’s license. 
  • Experience:
  • 2 years’ work experience as a driver;
  • Safe driving record;
  • Knowledge of driving rules and regulations and
  • Skills in minor vehicle repair.
  • Language Requirements:
  • Proficiency in English.
  • Working knowledge of other UN language desirable but not mandatroy
