VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin. This position is located under the Sustainable Food Systems Division (DTA/AGR/SFS) which promotes ISID through the promotion of food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the food and agribusiness sectors through access to support services, finance, markets and trade opportunities. The Division contributes to the capacity-building of food systems support institutions and skill development agencies through its advisory and convening activities.

Project Context The overall objective of the action is to create greater economic and decent employment opportunities, especially for young men and women through the development of the Ethiopian Integrated agroindustry parks. IAIP intervention logic is to contribute to the transformation of agriculture of Ethiopia by expanding the IAIP initiatives and creating decent employment opportunities for young men and women through the development of agricultural value chain and Ethiopian agroindustry, one of the sectors identified in the Ethiopian's Growth and Transformation Plan II (GTP II) as having the potential to boost the growth of the economy. As such, this programme proposes a new vision towards inclusive and sustainable industrial development that protects the environment and supports social inclusion. In order to achieve the main programme goal, IAIP has been structured following a comprehensive approach with three main components aiming at: (1) Advancing economic competitiveness by strengthening the agricultural industry value chain, and attracting foreign direct investment and domestic investment; (2) Protecting the environment by facilitating the establishment of eco-friendly agroindustry parks; and (3) Strengthening social cohesion by supporting local economic and social development initiatives, especially for women and youth living in ACPZs; and enhancing industrial and labor relations in the IAIP. These three interlinked components will be coordinated and monitored closely by the donors and government under a centralized management approach. UNIDO in close collaboration with the MoTI and the Regional Industrial Park Development Corporation (RIPDC) will implement component 1 and 5 of Promotion of Sustainable Ethiopian Agroindustry Development (PROSEAD). UNIDO has been selected to implement these components due to its large experience in supporting the Ethiopian Agroindustry sector, its knowledge of national and regional industry context and its successful results on the sector. The specific objective of the gender expert position to ensure the establishment of a more secure environment for women workers in the IAIPs and RTCs. Both IAIP-SP and PROSEAD promote the decent job agenda and gender mainstreaming with activities such as capacity building and sensitisation workshops among the main stakeholders (federal and regional authorities, employers, workforce, civil society organisations). Among the themes that will be addressed are: job safety, pay grades, career opportunities, childcare, sexual harassment. Building on the favourable environment created by those projects, the development of four sustainable integrated agro-industrial parks in Ethiopia project to be funded by AICs will focus on the creation of a more secure environment for women workers in and around the parks and RTCs. The Gender Expert will thus work with relevant institutions to set the system that tackle women insecurity from harassment and (threat of) physical and sexual violence. Key activities will include: conducting a risk assessment and identification of ex ante and ex post mitigation measures, organising workshops at parks and RTCs level with public and private stakeholders to adopt action plans, monitoring the adoption of the specific measures agreed in the plans (e.g.: public lightening, improvement of transportation services, shifts design, establishment of mixed patrols, counselling, networking among women). Support “Improved rural livelihoods through supporting the moringa value chain development in Southern Nations, Nationalities and Peoples' Region, Ethiopia (190016)” project to implement the gender mainstreaming activity plan. In light of the above considerations, the position of the National Gender Expert, will be a locally recruited consultant with profound local experience and expertise required for the Project in terms of management and understanding of the gender issues with excellent knowledge of key institutional stakeholders involved in the project. Overall, he/she, as an impartial UNIDO Professional gender expert, has the direct responsibility for technically managing the implementation and considerations of gender issues to achieve the expected project results, providing technical inputs and taking initiatives to fulfil the project strategy and methodology as well as the needs to sustain project outputs and impact. He/she will be responsible for coordination activities with the CTA and the National Project Coordinator, development partners and Government Institutions. He/she will be also responsible for monitoring activities, in particular for the preparation of reports and monitoring requirements as requested by the National Project Coordinator. Main Functions

The National Gender Expert will be working under the supervision of the Project Manager at HQ, and closely work with the National Project Coordinator, and all National Experts as well as project team. Specifically, he/she will be expected to carry out the following duties: Project No: 190016 and 190339 1. Conduct a detailed gender analysis as guided by UNIDO’s Guide to Gender Mainstreaming, particularly emphasizing gender issues to ensure Gender Balance in the IAIP area (e.g. gender division of labour, access to an control of resources and technologies, women’s and men’s needs and preferences, and opportunities for and constraints on women’s participation in the agro value chains and clusters) across the project OUPUT areas. 2. Assess and identify potential gender-differentiated impacts of the project. 3. Collect sex-disaggregated baseline data that could be used to monitor potential gender impacts. 4. Support the monitoring of the project implementation with respect to the gender component of the programme (Regular monitoring and reporting of gender issues towards greater gender equality and empowerment of women). 5. Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project. The plan of action for gender mainstreaming should mirror the projects’ log frames in connection with the targeted project. 6. Based on national and sectorial gender analysis develop specific actions to ensure gender balance in activities taking into consideration special needs of women. 7. Ensure that training curricula and tools are developed to accommodate the different education/skill levels that may exist between women and men. 8. Provide support to the Project Implementation Unit in gender mainstreaming in relation to the Agrovalue chain. 9. Undertake any other activity as requested by the Project Management Team. Project No: 190016 10. Provide technical support for the project team to ensure the implementation of the gender mainstreaming plan of action. 11. Support the project team to identify the gender gaps relevant to the rural communities, and provide guidance to mitigate. 12. Support monitoring the implementation of gender related activities and provide advice. 13. Facilitate training and awareness workshops to support the beneficiaries and relevant stakeholders.

Minimum Requirements

Education

Advanced university degree in Social Sciences or other relevant discipline with a specialization in gender and project cycle management is required.

Languages

Fluency in written and spoken English and Amharic is required, spoken Oromiffa/Sidama Affo/Tigrigna is desirable.

Computer Skills

Field of Expertise

• At least three (3) years of practical experience in the field of gender equality and gender mainstreaming is required. • Experience in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes is required. • Thorough understanding of the gender context in Ethiopia, and experience working with government institutions and international or non-governmental organizations supporting gender and development work is required. • Experience with gender analysis tools and methodologies is desirable.
