Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative in Liberia, and the technical supervision of the Assistant FAOR Programme, the Consultant will provide technical and organizational support directly to Programme.

Technical Focus

To provide technical support for the preparation of M&E system to reflect the FAOR’s evolving needs.

Tasks and Responsibilities


• Support project preparation, development of project proposals and concept notes including performance monitoring plans and monitoring and evaluation sections;
• Provides support to the team and stakeholders on ways and means to improve M&E related components and activities;
• Organize, coordinate and leader evaluation missions for development projects, sectoral and thematic evaluations, including desk evaluations/studies on selected sectors/themes;
• Ensure timely submission of good quality M&E report, including any other reports requiring M&E inputs;
• Ensure regular physical verification of project equipment and assets against inventories;
• Provide support to the Senior Management on the programme of work, including project identification and coordination strategies;
• Monitor and report on distribution of projects’ inputs and other support to beneficiaries and communities as well as ensure that requests correctly match with real input needs.
• Identify and formulate evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management and into broader knowledge management efforts;
• Provide results-based management (RBM) support to project staff and the FAO Country Office and management;
• Produce monitoring and evaluation and progress reports on project implementation activities for management and stakeholders;
• Provide technical and review support and inputs into the development of critical communications and reports;
• Perform other duties as assigned by management.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Master’s Degree in International Development or related social science disciplines;
• At least five years’ experience in development project and programme management;
• At least 2 years of research and M&E experience at the national and/or international level in international development or closely related field;
• Working knowledge of English and French
• Liberian Nationals

Technical/Functional Skills


• Knowledge in results-based management and measurement methodologies is desirable. This should include familiarity with cutting-edge M&E methods, designing results frameworks and monitoring development results;
• Demonstrated experience in applying quantitative and qualitative/participatory research methods; linking planning to M&E; results-based approaches;
• Excellent community entry and engagement skills;
• Excellent analytical and critical writing skills;

• Good computer applications skills;
• Good planning and organizational skills;

• Capacity to work in diverse environments and ensure work life balance. Experience with FAO or other UN agencies’ systems and administration procedures for technical cooperation activities is desirable.

Selection Criteria


• Knowledge in results-based management and measurement methodologies is desirable. This should include familiarity with cutting-edge M&E methods, designing results frameworks and monitoring development results;
• Extend of experience in the Agriculture sector and advisory services M&E
• Independent worker and excellent skills working as part of a team;
• Excellent reading, writing and communication skills in English
• Very high skills/knowledge of background related to the ToR’s Requirements
• Experience with UN, and other International Organizations would be an asset
