OBJECTIVES OF THE PROGRAMMEThe Global TB Programme aims to advance universal access to people centred TB prevention,care and rehabilitation. Specifically, it (1) provides global leadership on TB prevention, care and rehabilitation through the WHO End TB Strategy; (2) develops evidence-based policies, strategies and standards for TB prevention, care and rehabilitation; (3) jointly with the 6 WHO regional offices and country offices, provides technical support to Member States, catalyse change,and build sustainable capacity; (4) monitors the global TB situation, and measure progress in TB prevention, care and financing; (5) shapes the TB research agenda and stimulate the generation, translation and dissemination of valuable knowledge; and (6) facilitates and engages in partnerships for actionto end TB.
DESCRIPTION OF DUTIESGeneric duties: Serve as the technical reference point on TB programme management within the Department, ensuring that activities in this area are carried out efficiently and effectively. Develop, propose and support the streamlining of new tools and innovations into WHO guidance on TB programme management.Provide advice on strengthening and improving technical capacity on TB programme management. Facilitate knowledge sharing on best practices in implementing programmes and activitiesand dissemination of information for capacity building in the respective areaof work. Support monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of programme deliverables. Liaises with and collaborates with other technical staff in thedepartment as well as other WHO HQ departments, and regional and countryoffices, in the area of TB programme management to position ensure streamlining of this technical area of work into global and national policies. Perform all other related duties as assigned.Specifically:Develop and support the adoption of WHO guidance and related tools on TB programme management in alignment with the latest WHO policies and approaches to address major challenges to the provision of people centred TB care.Coordinate the development and roll-out of training modules on TB programme management for useby national TB programmes and other technical resource persons.Support WHO regional and country offices in efforts to strengthen management capacity for TB programmes, ensuring full implementation and streamlining of all components of the End TB Strategy.Coordinate with relevant technical teams, units, departments and partners to facilitate harmonization and coherence across different components of TB programme management, including but not limited to the following: community engagement, monitoring and evaluation, multisectoral engagement, public-public and public-private partnerships, procurement and supply management, and monitoring and evaluation. Facilitate use of digital tools, technologies and innovations to strengthen TB programme management at all levels. Continuously monitor and evaluate the implementation of the WHO guidance on TB Programme Management to inform updates in line with evolving user needs and experiences.
EducationEssential: An advanced university degree (master level or above) in either medicine or public health with a specialization in infectious diseases
ExperienceEssential: A minimum of seven years of progressive experience - some of which gained in an international context - in the management of communicable disease programmes or projects, preferably including TB prevention, care and rehabilitation in high TB incidence settings, operating in accordance with the principles recommended by WHO, including experience in the development of health policies and strategies. Experience in initiating and managing collaborative activities across disease programmes and, withpartners and other stakeholders in TB prevention, care and rehabilitation.
Desirable: Experience in the use of digital technologies, tools and innovations in public health programmes. Experience in the management of public health programmes in different countries, and at national and subnational levels.
SkillsConcrete skills in planning and coordination of multidisciplinary public health programmes, which may include the implementation of public health/disease control programmes. Strong skills in the area of developing and establishing policies and strategies.Expertise in the development of evidence-based policies and strategies with specific emphasis on management of TB programmes. A broad knowledge of public health management in different contexts, with excellent communication skills in a multi-cultural environment to work with Regional and Country Office TB Programme Managers to adopt new/revised strategies for TB prevention, care and rehabilitation.Knowledge in the use of digital tools and technologies for public health programmes.

REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5219 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
