Objectives
The Consultant will be responsible for providing legal advice and representing refugee and asylum seeker beneficiaries, on behalf of NRC, in the execution of a project entitled ‘Legal aid services for internal displaced persons, refugees and asylum seekers. The thematic area of the legal advice and assistance will relate to residency, tenancy rights, work rights and civil documentation, in line with ICLA’s global thematic focus.
Scope of work
The consultant will conduct this field-based consultancy in Tripoli, working 3 days a week, or as many hours required for the completion of the tasks set by the ICLA Manager. The Consultant will be responsible for providing legal advice and representing refugee and asylum seeker beneficiaries, on behalf of NRC, in the execution of a project entitled ‘Legal aid services for refugees and asylum seekers’. The thematic area of the legal advice and assistance will relate to residency, tenancy rights, work rights and civil documentation, in line with ICLA’s global thematic focus.
•The consultancy will be carried out the work during field activities and remotely through mobile approach where applicable
Providing legal advice to Internal displaced persons and returnee from displaced in addition to the Refugee in Tripoli or Benghazi and Ajdabyia.
• Language requirements; Verbal and written fluency in Arabic. English highly desirable
Major tasks and responsibilities
Set out below is a non-exhaustive list of the legal work anticipated as part of the consultancy:
- Conduct group legal information sessions with clients on relevant topics;
- Consult with individual clients on their legal issues;
- Provide clients with legal advice and representation in both formal and informal dispute resolution such as negotiation with third parties on behalf of beneficiaries, and representation before courts and government bodies;
- Provide the ICLA team with technical advice, research and analysis of case law and legislation relevant to internally displaced people, refugees and other vulnerable people;
- Prepare factsheets, brochures and other information material on legal rights
- Work with other lawyers, and relevant actors, to advocate on key legal issues and construct solid legal arguments and strategies for cases, using applicable domestic and international law as necessary;
- Identify potential legal cases;
- Attend workshops, seminars and training sessions conducted by NRC
- Provide the ICLA team with legal information and updates on relevant issues;
- Maintain all relevant paperwork and update databases as needed;
- Work on other tasks as needed.

Experience and qualifications
The consultant has satisfied the requirements of the consultancy being
A university degree in law
An active license from the Libyan Bar Association to practice law in Libya and proceed with the legal procedures before the courts.
Verbal and written fluency in Arabic with English familiarity
Proven experience and speciality in one of the following areas of law Housing, land and property
Legal residency and work rights for non-Libyans
Personal status laws
Committed to working with internally displaced people, refugees and other vulnerable people; and supporting them to exercise their legal rights.
