Environment is a complex natural and social concept for the area of the Earth that has been shaped and content-filled by complex natural and social processes. The environment consists of the natural environment, soil, air, water, biosphere and the built (artificial) environment, which was created as a result of human factor activities. Bosnia and Herzegovina faces a number of environmental problems, underdeveloped capacities, as well as many socio-economic and institutional problems. The process of BiH's accession to the European Union is one of the main drivers of reforms in the field of environment, which is largely related to the harmonization of domestic legislation with the EU acquis. In addition to the adopted legislation, implementing regulations, rules and procedures, and the ratification of many international agreements, a large number of strategic documents have been drafted, which are the basis of BiH's continuous work on reforms in the environmental sector. Responsibilities for environmental issues in Bosnia and Herzegovina are divided into several administrative levels. The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina is responsible for issues of environmental protection, development and use of natural resources at the state level. Within this framework, the Department for Environmental Protection also operates, and its tasks are coordination and cooperation with competent institutions in the field of environment at all levels of government in BiH; participation in the implementation of international agreements in the field of environment; participation in the work of international bodies in the field of environment; preparation and implementation of projects in the field of environmental protection; implementation of the procedure for signing and acceding to international agreements, conventions and protocols; monitoring the implementation of IPA projects and projects of other international organizations in the field of environment; preparation of information related to the situation in the field of environment; collecting, monitoring and analyzing data on environmental trends in the country and the world; cooperation and exchange of information with global and regional international organizations and forums. Role for this assignment would be related to overall department activities and assistance to the Head of department in few different areas.

Duties and Responsibilities

  • To study the laws and by-laws and in particular documents relating to the environment operations being carried out in the department,
  • Continuously monitors the implementation of international regulations (EU directives) related to the climate change,
  • Extensive communication with all stakeholders responsible for the climate change in BiH,
  • Pro-active communication with local and international environmental experts,
  • Advising on  GHG inventory policies and data gathering,
  • Preparing various reports, documents, analyses, and active correspondence with local and international institutions,
  • Performs information and documentation processing, tasks programs and data processing.

Institutional Arrangement

Work in close cooperation with Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina) with obligation to report Project Manager UNDP BIH on monthly basis.

Required Skills and Experience

Min. Academic Education 

  • MSc in Economics,
  • BSc in Economics with additional two years of experience may be accepted in lieu of master’s degree.

Min. years of relevant Work experience  

  • Four years of relevant working experience, 
  • Experience in monitoring and styding the laws and by-laws and in particular documents relating to the environment operations being carried out in the department,
  • Previous experience in conducting analyses, identifying trends and challenges for sustainable development in BIH; preferably in environment (familiarity of GHG inventory policies and data gathering),
  • Previous experience in conducting analysis of both qualitative and quantitative data,
  • Previous experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina.

Required Language(s) (at working level) 

  • B/H/S and English is a must
