Background

UNDP Bangladesh is supporting the Government to find innovative solutions to its development challenges based on the Country Programme Document was approved by the Government and UNDP in 2006 and signed United Nations Development Assistance Framework for Bangladesh 2017 – 2020. Outcome 2 of the reads “By 2020, relevant State institutions, together with their respective partners, enhance effective management of the natural and man-made environment focusing on improved sustainability and increased resilience of vulnerable individuals and groups.

The objective of this project is to formulate the Bangladesh National Adaptation Plan(NAP) with a focus on long term adaptation investment and enhancing national capacity for integration of climate change adaptation in planning, budgeting and financial tracking processes. This GCF NAP readiness support project will achieve this objective through four inter-related outcomes:

Outcome 1: Strengthened institutional coordination and climate change information and knowledge management for medium- to long-term planning

Outcome 2: Adaptation options appraised and prioritized and National Adaptation Plan formulated

Outcome 3: Climate risk informed decision-making tools developed and piloted by planning and budget departments at national and sectoral levels

Outcome 4: Nationally appropriate adaptation investments tracking mechanism set up and financial plan for mid- and long-term CCA implementation prepared.

The Ministry of Environment, Forest and Climate Change (MoEFCC), Ministry of Finance, Ministry of Planning and key personnel working on Climate Change Adaptation relevant programming in water resources, agriculture and food security, coastal zones, and urban habitation (the “priority sectors”) will be the beneficiaries of this project.

OBJECTIVES:

The consultant will be responsible for supporting PMU team in (1) overall management, ensure a high level of technical quality of deliverables and overall supervision of the project, (2) work closely with relevant ministries, line agencies and relevant project stakeholders and ensure the project deliveries as per project document and work plan (3) knowledge management and capacity building services, (4) mobilizing all project inputs in accordance with best practices on technical content and UNDP/GoB procedures and GCF principles, (5)  procurement of goods and services of the project, (6) coordinate the work of PMU staff, consultants, firm/NGO and sub-contractors, (7) ensure proper management of funds consistent with UNDP & GCF requirements, (8) preparation and ensuring timely submission of all progress and financial reports, annual, mid-term and terminal reports, and other reports as may be required by UNDP and GCF, (9) organizing Project Board meeting/Project Steering Committee meeting, Technical Advisory Board meeting and submit the progress reports (10) undertake field visits and consultation as and when required to ensure quality of work, and (11) undertake any activities that may be assigned by UNDP and National Project Director or Deputy Project Director.

Duties and Responsibilities

SCOPE OF WORK:

The National Consultant will closely work with Programme Specialist (Nature, Climate & Energy) of UNDP, National Project Director (NPD), Deputy Project Director and other concerned officials of the DoE and MoEFCC. The consultancy will mainly be focused on supporting the PMU’s day-to-day management and decision-making for the project within the Annual Work Plan approved by the Project Executive Board including technical support in financial management, procurement and disbursements, with accountability to the government and UNDP. The Specialist also work with Resilience and Inclusive Growth Cluster of UNDP, relevant GoB officials who are involved with the MoEFCC, Department of Environment, Economic Relations Division, etc.

The Consultant will carry out the following tasks as followings:

  • Provide technical guidance to Project Management Unit (PMU) for day-to-day operations;
  • Ensure technical coordination of the project and the work related to legal and institutional aspects’;
  • mobilize all project inputs in accordance with best practices on technical content and UNDP/GoB procedures and GCF principles,
  • Deliver the preparation, implementation of the annual results-based work plans and budge and logical frameworks as endorsed by the management
  • Ensure timely submission of all progress and financial reports, annual, mid-term and terminal reports, and other reports as may be required by UNDP and GCF;
  • Coordinate project activities with related and parallel activities both within ERD, MoEFCC/DoE and with external implementing partner agencies; 
  • Deliver technical input and organize Project Board meeting, Project Steering Committee meeting and submit the progress reports;
  • Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required and update the status of these risks by maintaining the project risks log according to the DIM Guidelines;
  • Report and provide feedback to UNDP-GCF and the Project Board on project strategies, activities, progress, and barriers;
  • Support the National Designated Authority (NDA) and MoEFCC in organizing Project Board meetings and steering committee meeting;
  • Provide technical support to monitor project activities, including financial matters, and prepare monthly and quarterly progress reports, and organize monthly and quarterly progress reviews: management of funds consistent with UNDP & GCF requirements, budget planning and control;
  • Provide technical inputs to the report prepared by various consultants, NGOs and or firm to ensure quality;
  • Mobilize human and financial resources, in consultation with the project’s senior management, to achieve results in line with the outputs and activities outlined in the project document;
  • Synchronise and assist PMU to finalize ToR for all the consultants and subcontractors and coordinate with UNDP/GoB Procurement for recruitment, procurement and contracting including distribution of responsibilities amongst team members and organize the monitoring and tracking system of all cluster services;
  • Establish good relationships with project stakeholders including donors, private sectors, research institutions and academia, NGOs, government agencies, media and others as required;
  • Collaborate with PMU staffs to support procurement of all goods and services of the project and incorporate consultants, firm/NGO and sub-contractors contract management
  • Correlate and support audit for all project accounts for each fiscal year's;  
  • Undertake field visit and organise required consultations to ensure standard of quality of work;
  • Extensive business and information exchange contacts with national and international agencies involved in local and international studies relevant to the NAP;
  • Experience guiding multi-disciplinary project teams and ability to dealing with senior members of national institutions;

TIMEFRAME

The consultancy work for a total of 55 days over a period of 3.5 months.

SUPERVISION AND PERFORMANCE INDICATORS

The National Technical Specialist will closely work with Programme Specialist (Nature, Climate & Energy) of UNDP, National Project Director (NPD) and Deputy Project Director of NAP. His/her performance evaluation will be conducted by the supervisor. The Consultant will ensure a result-based system is in place to tap key results that contribute towards the achievement of project outputs and outcomes.

INPUTS

The Consultant will use his/her own personal laptop. The project office will provide the office space for the consultant.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel or mission outside the duty station required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem as per United Nations daily subsistence allowance rate.

Required Skills and Experience

ACADEMIC QUALIFICATIONS:

  • Master’s degree in the disciplines of Environmental Sciences, Climate Change, Urban and Regional Planning, Geography, Development Studies, Economics, International Relations, Natural Resource Management, or closely relevant disciplines.

EXPERIENCE: 

  • At least 7 years working experience within the disciplines of environmental science/management, geography, natural resource management, climate change, etc.;
  • At least 5 years of experience in areas of legal and policy frameworks related to the formulation of national policy, strategy, or action plan;
  • Demonstrated Experience in the management, monitoring, and reporting of similar projects.
  • Working experience with government, and other key stakeholders in Bangladesh;
  • Experience/knowledge of the adaptation finance framework in Bangladesh;
  • Experience/knowledge on National Adaptation Plan, National Adaptation Programme of Action (NAPA), and relevant agreements such as the UNFCCC and its financing mechanisms;

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 70% point in technical criteria would be considered for the Financial Evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
