NORCAP, part of the Norwegian Refugee Council, solves challenges in the humanitarian, development, and peacebuilding sectors to better protect vulnerable people’s lives and rights. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity.

Our Democracy, Human Rights and Peacebuilding Programme (NORDEM), strengthens the capacity of international organizations and national stakeholders to promote and protection democracy and credible elections, human rights, rule of law and peace. The programme focuses on selected priority contexts where the United Nations (UN), European Union (EU) and Organization for Security and Cooperation in Europe (OSCE)has a presence.

In support of our partners in OSCE we are now looking for a new Deputy Director for the Human Rights and Communities Department with the OSCE Mission in Kosovo. If selected for the role, you will work with the Director to ensure effective leadership and management of the Department. 

What you will do:

In the role as the Deputy Director your key tasks include, but are not limited to:

  • Assisting the Director in co-ordinating Department strategy, policy, programme and budget
  • Ensuring quality control of Department programmes, reports and activities by:
    • analysing strengths and weaknesses and proposing necessary improvements
    • working with Department staff to ensure topical and impactful work product
    • serving as Editor-in-Chief of the Department
  • Supervising gender mainstreaming within budgetary and non-budgetary activities of the Department
  • Ensuring that communication between the Department’s field and headquarters’ staff are close and coordinated
  • Ensuring that Departmental policy is consistently transmitted to the field and that OSCE Regional Centres are well integrated in the Department
  • Assisting the Director in determining staffing requirements and proactively addressing personnel issues
  • Establishing working relations with external partners including other international organizations working in the field of human rights, representatives of Kosovo institutions, and local and international NGOs
  • Serving as Acting Director of the Department for Human Rights and Communities during the Director’s absence

You will be leading a group of highly professional colleagues and to meet their expectations, you will benefit from having:

  • Relevant higher education; 
  • A minimum of five years of relevant senior management/leadership experience within the fields of human rights, rule of law, minority or gender issues
  • Hands-on experience with project management, planning and budgeting processes
  • Demonstrated ability and experience representing at executive levels internally and externally
  • Experience in quality control of programmes, reports and activities
  • Experience in writing and editing analytical reports
  • Highly developed organizational and analytical skills
  • Excellent communication and interpersonal skills
  • Ability to influence and gain buy-in for new ideas
  • Demonstrated ability to work effectively under highly stressful and changing contexts
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural/ religious backgrounds and diverse political views, while maintaining impartiality and objectivity
  • English is our working language so you need to be fluent, both written and orally
