ORGANIZATIONAL CONTEXT

The Sub-national Food Security Sector Coordinator will work in collaboration with the Food Security Sector Coordinator to report all sectoral coordination requirenments from Qamishly hub, as well as widely liaise with partners to ensure inputs for all coordination purposes are met. 

 

This post is based in Qamishly, Syria and will work under the direct supervision of the Food Security Sector Coordinator in Damascus, Syria.

JOB PURPOSE

The Sub-national Food Security Sector Coordinator plays a vital role in ensuring timely, coherent and effective food security interventions by mobilizing and supporting stakeholders to deliver a coordinated and strategic response to a humanitarian crisis. The person will lead food security coordination efforts along with the support team. The overall objective of this position is to strengthen the sub-national Food Security Sector coordination and to support partners responding in North East Syria through follow up, meetings and other coordination tasks required

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Sub-national Food Security Sector coordinator will be responsible for the following duties:

  • Establishing and maintaining the sub-national Food Security Sector in Qamishly: actively ensuring membership and engagement of key partners at sub-national level, organizing regular sector meetings, and ensuring overall coordination of the food response in an emergency.
  • Ensure monitoring of the Food Security response (for both quantitative and qualitative aspects), and reporting on its implementation
  • Ensure timely, inclusive and regular information sharing and discussion with sub-national sector partners through various modalities including sub-national sector meetings, email dissemination of cluster products (dashboards, maps, assessments, etc.)
  • Facilitating and supporting needs assessments such as FSLA/FSA /CFSAM/OMI/HNO and JMF, etc, and actively promoting the analysis and utilization of this information for decision-making
  • Contributing to national level contingency planning and coordinating sector-wide emergency preparedness and response
  • Ensuring the development of regular food security reports (Sitreps, Bulletins, newsletters, etc.)
  • Undertaking advocacy and resource mobilization on behalf of the sub-national FS partners in a neutral and impartial manner.
  • Facilitating a timely, coherent effective and coordinated food security response by mobilizing stakeholders in a strategic manner
  • Enhancing coordination in Qamishly and North East Syria, through the reinforcement of linkages and synergies between relevant food security actors as well as between humanitarian and development partners
  • Ensuring that food security is appropriately represented in the overall humanitarian response in Qamishly
  • Supporting service delivery
  • Informing strategic decisions of the Food Security Sector Coordinator
  • Coordinating and Planning sub-national sector strategies, including contingency planning and preparedness
  • Monitoring and Evaluating sub-national Sector performance
  • Building national and FSC members capacity in relevant areas
  • Supporting advocacy for food security needs
  • Accountability to affected people
  • Any other duties assigned

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Relations, Public Relations, Agriculture, Economics, Nutrition/Health, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

 

Experience: At least 3 years of progressive postgraduate professional experience in humanitarian strategies and coordination preferably at International level. Knowledge of and experience in sector coordination in North East Syria desirable.

 

Language: Fluency in both oral and written communication in English. Working knowledge of Arabic desirable

KNOWLEDGE AND SKILLS

  • Knowledge of coordination mechanisms preferably in North East Syria and Qamishly hub.
  • Strong oral and written communication skills, including substantive analysis and report writing skills.
  • Leadership skills and excellent inter personal skill. 
  • In-depth understanding of WFP program, objectives and strategic priorities.
  • Ability to establish priorities, plan, coordinate and organise own work plan
  • Solid organizational skills including attention to detail and multitasking skills
  • Great team player who can work with minimum supervision.

The contract offered provides a competitive base salary and favorable conditions such as medical insurance, flexible working arrangements, Rest & Recuperation and Danger Pay allowance currently in place at the Duty station.
