Org. Setting and Reporting

This post is located in the Asia and the Pacific Division of the Department of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO). The incumbent will report to the Teamleader for Northeast Asia and the Pacific in the Asia and the Pacific Division and the Teamleader for Central Asia in the Europe and Central Asia Division (DPPA-DPO).

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

The Political Affairs Officer will be responsible for the following duties:

•Reviews and monitors activities in Northeast and Central Asia and supports strengthening UN-SCO cooperation; assesses trends which might affect the political situation and the political impact of intra-regional issues; recommends solutions/possible action by the United Nations.
•Analyses political and related events within assigned area with a view to provide early warning advice to ASG/USG.
•Prepares analytical reports and papers on sensitive and high-profile matters of concern; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials.
•Acts as focal point for collection and analyses of information on political issues of assignment.
•Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues and makes recommendations on actions to take.
•Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
•Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
•Provides input to the Resident Coordinators in the region.
•Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.
Experience working on Central Asia and Northeast Asia issues is required.

Languages

English and French are the working languages of the UN Secretariat. For this position fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage. Knowledge of Russian is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available through 31 December 2021, with a possibility for an extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Extension of appointment or temporary assignment beyond this date will be subject to satisfactory performance, availability of the position and/or extension of the mandate/budget.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
