Background

1.    Background

 

UN Women Background:  

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  

 

Assignment Background: 

Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around almost one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicates that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months. 

 

In Asia and the Pacific, UN Women engages in the area of Violence Against Women in a variety of forms, including through the regional project Stepping Up Solutions to Eliminate Violence against Women and Girls in Asia and the Pacific, jointly funded by the Australian Department of Foreign Affairs and Trade and the Ministry of Foreign Affairs of the Republic of Korea. The project has a strong focus on the prevention of VAW, data and evidence building. It employs a multidimensional approach to preventing and responding to VAW by strengthening the capacity of institutions to implement legislation to prevent and end VAW; promoting transformative social norms, attitudes and behaviours at community and individual levels; and investing in the provision of essential services for survivors of violence. The project addresses VAW in schools, media, workplaces, sports and communities.   

 

The United Nations Secretary-General’s UNiTE to End Violence against Women Campaign calls on governments, civil society, women’s organizations, the private sector, the media and the entire UN System to join forces to end violence against women and girls, with a focus on five main outcomes: 

  • Adoption and enforcement of national laws to address and punish all forms of violence against women and girls in line with international human rights standards; 
  • Adoption and implementation of multi-sectoral national plans of action that emphasize prevention and are adequately resourced; 
  • Establishment of data collection and analysis systems on the prevalence of various forms of violence against women and girls; 
  • Establishment of national and/or local campaigns and the engagement of civil society in preventing violence against women and girls and supporting victims of violence against women and girls; and 
  • Systematic efforts to address sexual violence in conflict situations. 

 

The purpose of this consultancy is to support the Ending Violence against Women unit in the UN Women Regional Office for Asia and Pacific in Bangkok, Thailand on a regular basis – approximately 2 days per week for the duration of the assignment – with graphic design and developing visual communications materials for internal and external use. The Design Consultant will support the Stepping Up programme, UNITE campaign initiatives (including 16 Days of Activism against Gender-Based Violence) and related communications efforts.

Lead the development of visual materials and graphic design for communication materials: 

  • Develop design for visual storytelling tools to showcase stories and achievements from EVAW programmes across the region for online and social media purposes or creative mediums. 
  • High-quality, user-friendly and innovative design, format and layout of materials such as publications, factsheets, research reports, briefs, posters, and other publications for print and online use according to UN Women branding guidelines. 
  • Produce graphics and visuals for reports, briefs, social media and online purposes, such as quote cards, GIFs or photo slides. 
  • Develop infographics and data visualizations using supplied data to present core messages and organize complex information into visual representations. 
  • Produce and edit 2 short videos (2-3 mins each)  about UN Women’s work or events on EVAW, such as informative videos, an events highlights video or video storytelling.

The consultant will be supervised by the EVAW Regional Program Manager.

Required Skills and Experience

6.    Required qualifications

       Education:

       Bachelor’s degree in graphic design, animation, visual arts, media studies or similar.

 

       Experience:

  • At least 5 years of work experience in graphic and multimedia design;
  • Proven experience and strong creative skills in graphic design,  layout design, web design and video design  
  • Experience in development of infographics and visual content for print and online purposes;
  • Developing visual materials on gender issues is a distinct advantage. 
  • Knowledge about gender equality, the empowerment of women and violence against women in Asia Pacific and familiarity with non-profit and/or international organizations is an advantage.

 

       Language requirement:

 

       Fluency in English, with strong writing skills. Knowledge of Thai or another Asian language is an asset.

 

7.    Contract period and work location

The consultant will be engaged over the period of October – December 2021. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final.

 

 

8.    Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

 

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

 

Technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
