Senior Program Officer, UAE Country Program

The Senior Program Officer is in charge of leading the MRV and Air Quality project, any other initiatives requested by UAE governments, and supporting the direct supervisor(Country Representative) for developing substantive inputs and analyses to the development, delivery, and assessment of work programs and activities at country level; organizing program activities across green growth planning, capacity building and country specific knowledge development for effective result deliveries under biannual/annual program plans; maintaining effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols 





  • Assess issues and opportunities within targeted sectors in the National Green Growth Strategy, UAE Green Agenda 2015-2030 and National Climate Change Plan, for development; 

  • Identify and assess country level risks related to UAE program and manage it complying with GGGI risk management framework 

  • Supports direct supervisor for formulating projects within the context of the country program; 

  • Implements specific programs or projects, including budget, project monitoring and evaluation 

  • Apply institutional strategy(GGGI Strategic 2030) and country engagement strategy(Country Planning Framework) to the design and development of yearly program plans and activities for 

  • the alignment with GGGI core values and corporate priorities 

  • Analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of country program plans and activities 

  • Develop result reporting of program activities internally and externally 

  • Builds support and understanding working closely with national counterparts for application of green growth in development planning; 

  • Identify specific project initiatives where green growth can be most effectively illustrated; 

  • Develop project models that align with national development priorities and can be promoted to the donor community. 




  • Manage MRV and Air Quality project, and any other initiatives requested and approved by UAE Governments, and related activities 

  • Advise Country Team and Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment 

  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as One GGGI; 

  • Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage clients’ expectations. 

  • Promote green growth and the GGGI methodology with the donor community and other stakeholders; 

  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach; 




  • Identify project delivery issues and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes. 

  • Manage identified country level risks related to UAE program together with responsible unit/department in GGGI HQ 

  • Organize program activities including policy consultation and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans 

  • Develop project execution modality and documents across project management cycle per country. 

  • Perform data collection and analyses to build and maintain country specific knowledgebase 

  • Develop result reporting of program activities and facilitate internal and external communications 

  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures. 






  • Education: An advanced university degree (Master's degree or equivalent) in Engineering, Economics, Climate Change/Sustainable Development, Public Administration, Management, International Development or any discipline related to the assignment. Relevant professional experience may be considered to supplement educational degree. 

  • Work Experience: Minimum 5 years of professional experience in the above fields; with at least 2 years of international experience; experience in the UAE and MENA will be a plus 

  • Applicants must have public policy or project management specialization and experience; direct experience in green growth/climate policy projects in developing countries will be a strong advantage 

  • Knowledge, experience, and understanding of GGGI’s thematic areas – water and sanitation, sustainable energy, sustainable landscape, and green cities 

  • Knowledge of global issues and initiatives in the area of climate change, green growth, sustainable development; green jobs are a plus 

  • Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization will be a plus. 

  • Highly proficient in written and spoken English; Arabic will be a plus  




  • Demonstrated experience in building, nurturing and sustaining multi stakeholder partnerships including national, sub-national and regional government; 

  • Strategic thinking with a proven project delivery experience, i.e. managing the delivery of results on budget and time; 

  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds; 

  • Experience in data analysis, research, and application of quantitative/qualitative assessment 

  • Experience in developing countries context, preferably on policy consultation and project development 

  • Experience in fund raising and resource mobilization
