Role and responsibilities

The purpose of the Information, Counselling, and Legal Assistance (ICLA) Project Manager position is to implement the ICLA project portfolio and manage the ICLA programme in the North West region.

Generic responsibilities

  1. Line management for project staff
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to the development of Country, North West (NW) Area and ICLA strategies
  4. Initiate and participate in the development of relevant ICLA projects
  5. Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  6. Implement technical direction and ensure high technical quality of projects
  7. Provide regular information to the Area Programme Manager and the ICLA CC Specialist
  8. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  9. Ensure capacity building of project staff and transfer key skills
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Document technical issues, including but not limited to Housing, Land and Property (HLP) rights; Collaborative Dispute Resolution (CDR); IDP/refugee and returnee rights; citizenship; other Legal, Civil Documentation (LCD) issues; non-discrimination and gender rights; along with other protection concerns
  2. Responsible for ICLA-specific input and participation in needs assessments including Protection risks and needs, and planning and implementation of responses to new emergencies, as well as to protracted displacement
  3. Responsible for ICLA specific contextual analysis and take leadership in NW ICLA program design and delivery, in consultation with ICLA CC Specialist and other ICLA team members
  4. Provide training to ICLA staff and relevant protection and civil society actors on ICLA thematic issues, including CDR.
  5. Monitor, evaluate and suggest changes and improvements in the programme and materials based on observations and discussions with critical interfaces
  6. Establish an excellent working relation with donors, international organisations, international NGOs, local authorities, clusters/sectors, CBOs and communities and represent NRC in relevant forums/cluster/working groups as directed by the Area Programme Manager or suggested by ICLA CC Specialist

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Project management experience, including management of staff and team building/motivation
  • Technical ICLA expertise, including some knowledge on international standards on Housing, Land and Property rights and access to nationality and statelessness issues in relation to forced displacement
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Myanmar is preferred but not mandatory

Salary and Benefits:  As per the NRC Scale - Grade 8 

Duration: 1 year renewable based on performance and funding
