Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Gender and Anti-Trafficking Officer, the successful candidate will be tasked with the following duties:

Program Assistance and Support

  1. Providing support in design and implementation of Gender programme/project activities of the department. Carries out specific operational and control tasks for programme implementation. Performs concrete gender project tasks of the Gender Unit in accordance with the project description and instructions given by the Gender and Anti-Trafficking Officer. Networking with all relevant organisations and competent government agencies, and reporting to the Gender and Anti-Trafficking Officer about their relation and impact on current and future programme activities;
  2. Maintaining and keeping current registers and control plans on the status of Gender projects at all stages of project management. Maintaining logs, files and updates programme and administrative records;
  3. Identifying and reporting on current and future budgetary implications and responsible for initial monitoring of expenditure of funds on program activities of the department. Communicating with Fund Administration Unit on all budgetary issues related to gender programme activities;
  4. Conducting background research and collecting necessary information on Gender issues relevant for the work of the Unit and for the development of the Gender programmes and activities in the Office's area of responsibility;
  5. Processing and computing information on Gender issues (reports, newspaper articles, various documents) according to the instructions of the Gender and Anti-Trafficking Officer and making necessary abstracts and conclusions. Presenting the findings to the Gender and Anti-Trafficking Officer;
  6. Preparing working documents, background material pertaining to the programme activities of the Gender Unit. Corresponding with the ministries, governmental and public institutions, OSCE institutions, donors, and relevant international organisations and NGOs. Drafting internal reports, requests, minutes of the meetings, and notes to a file. Contributing to the preparation of reports, project documents and submissions to the Governments by providing information, preparing tables and drafting relatively routine sections;
  7. Consulting on the design of training modules prepared in the framework of the training projects by supplementing training contents (from reports, publications, gathered background information) and designing visual aides for presentation in training courses; modifies materials to suit background and knowledge of different trainees from NGO’s, Ministries and government institutions. In consultation with manager ensures compliance of training courses/contents with the objectives of the mission.

Administrative Support

  1. Attending relevant internal and external meetings and events with supervisor and, where appropriate and at request of supervisor, deputising for the supervisor at such events; taking and drafting minutes of all meetings attended. Maintaining and assisting the organisation of supervisor’s calendar, including the scheduling of appointments and related arrangements;
  2. Briefing generally the Gender and Anti-Trafficking Officer and other Members of the Office, especially on occasions where supervisor is absent;
  3. Collecting, reviewing and sorting incoming mail, dispatching outgoing mail and communicating messages. Maintaining and updating office filing system and lists of contacts;
  4. Performing other duties as required

Necessary Qualifications:

  • Secondary education supplemented by specialized training in Social, Political sciences or Law;
  • Minimum four (4) years office experience in an administrative set up or political institution, including practical experience in record keeping and processing of information. Excellent knowledge and understanding of current situation in Tajikistan, with good ability to provide translation and interpretation;
  • Computer literate with practical experience in window and Microsoft applications;
  • Good communication and public relations skills and diplomacy/tact in all dealings;
  • Excellent written and oral communication skills in  Russian and English, knowledge of Tajik would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
