Background:

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 15 working days. The assignment will be conducted remotely. 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

As the largest regional security organization in the world, the Organization for Security and Co-operation in Europe (OSCE) has an important role to play in addressing the comprehensive aspects of women’s and men’s, girls’ and boys’ human rights and security. The Gender Issues Programme of the Office of OSCE Secretary General (hereinafter “Gender Section”) works towards the implementation of the 2004 OSCE Action Plan  and relevant Ministerial Council decisions and supports systematic efforts to mainstream gender equality across the Organization in all its policies, programmes, projects and activities in three dimensions (Politico-Military, Economic and Environmental and Human Dimension) of comprehensive security. 

The multi-year, comprehensive project “WIN - Women and Men Innovating and Networking for Gender Equality” will advance gender equality as a necessary prerequisite for achieving and maintaining stable, prosperous and peaceful societies in the OSCE area. The project aims to accelerate the implementation of the OSCE 2004 Action Plan for the Promotion of Gender Equality and the Women, Peace and Security Agenda. It will do this by developing sustainable capacity in the area of gender equality and comprehensive security in selected participating States. Moreover, it will contribute to transforming harmful social norms, unequal power relations, traditional attitudes and behaviours of decision makers in favour of gender equality; strengthening women’s networks and networks of men supporting gender equality; and empowering women to fully participate in conflict prevention.

This will be achieved through developing high-quality evidence on the nexus of gender and security and will focus on the women, peace and security agenda, the economic and environmental dimension and combating violence against women and girls (VAWG) with the aim of positively changing policy and practice in participating States. The project will strengthen existing and create new networks of female and male gender advocates in governments and civil society in order to foster and enhance an inclusive dialogue in the OSCE region, including in mediation efforts. Finally, the project will increase participation of women in peace and development processes at all levels.

Identifying and documenting learnings and best practices in the three programmatic pillars is a key strategic approach for the WIN project. In order for learnings and best practices to be transformative, they need to be properly analysed, documented and shared.  

The expert will develop several documents and templates to introduce a systemic approach for documenting, identifying and sharing learnings and good practices in the three programmatic pillars of the WIN project (WPS, EWAV and Economic & Environmental participation) as well as any cross-cutting activity.

Tasks and Responsibilities:

Under the direct supervision of the Project Manager of the WIN project, the Consultant will be tasked with the following:

  1. Designing and drafting a user-friendly and practical strategy document for the analysis, documentation and sharing of learnings and best practices emerging from WIN project;
  2. Preparing a template or similar practical tool to be used by OSCE staff and partners implementing programmatic activities for effectively documenting and sharing learnings and best practices.

The Consultant will work in close cooperation with the WIN project’s team and the Gender Advisers of the Gender Issues Programme, as well as other relevant temporary staff and experts on board for the project.

Deliverables:

  1. Strategy for the analysis, documentation and sharing of learnings and best practices in the WIN project (10 days)
  2. Template or similar practical tools to document, track and share learnings and best practices (5 days)

 

Necessary Qualifications:

  • Second-level university degree in gender studies, social or political sciences, or related field;
  • At least 8 years of professional experience at national and/or international level in knowledge management, monitoring, evaluation and learning, with demonstrated experience in the area of gender equality;
  • Good knowledge of existing practices in the field of monitoring and learning, documenting best practices and knowledge management;
  • Proven experience in drafting strategic and guidance documents, as well as practical tools for documenting learnings and best practices;
  • Experience working with international and regional organizations, experience with OSCE would be an asset;
  • Knowledge/Experience with working in South East Europe, Eastern Europe and Central Asia would be an asset;
  • Professional fluency in English including excellent communication and drafting skills;
  • Good communication skills, initiative and problem solving skills;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity. 
  • Computer literacy with knowledge of the Microsoft Office package.

Remuneration Package:

Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual
contractors, and shall depend on the complexity of the tasks and deliverables.
