International Consultant – Situational analysis and needs assessment on participation of women in policing in Uzbekistan

Background:

Please note that this is a home-based consultancy assignment of a temporary nature, with an expected duration of a maximum of 60 working days.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. The Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations. 


Objective of Assignment: 

Women are severely under-represented in police services of most OSCE participating States (pS). The OSCE Executive Structures work with national authorities of the OSCE pS and international partners to develop and launch measures to improve women's recruitment, participation, and working conditions across security sector institutions, including in the police. This work is supported through dedicated extra-budgetary projects "Increasing and Supporting the Participation of Women at all Levels of Policing", "Support, capacity-building and awareness-raising for SSG/R within the OSCE" and "WIN - Women and Men Innovating and Networking for Gender Equality".

 

Based on interviews and focus group discussions with police personnel conducted by the OSCE as well as relevant background information, including official documents, the consultant will identify and analyse the various barriers underpinning women’s opportunities in the Uzbek Police and provide tailored policy recommendations on how to address them. This initiative is a joint endeavour of the OSCE Secretariat’s Transnational Threats Department/Strategic Police Matters Unit (TNTD/SPMU), Conflict Prevention Centre/Operations Service (CPC/OS), Office of the Secretary General/Gender Issues Programme, and the OSCE Project Co-ordinator in Uzbekistan (PCUz).

 

Duration of Assignment:

60 working days

 

Tasks and Responsibilities:

The international expert will be responsible for conducting the situational analysis, the needs assessment and drafting recommendations to be submitted to the Uzbek Police management.   She/he will be in lead of the assessment process and will be supported by the PCUz who will conduct the interviews and the focus groups discussions. One national consultant will interpret the material to English. The main objective is to assess the realities faced by women in the Uzbek Police and based on this, upon consultations and in agreement with Project Manager, develop tailored policy recommendations to address the identified challenges, promote women’s recruitment, participation and advancement, and strengthen women’s working conditions.

 

The Consultant will be tasked with the following: 

 

  1. To prepare and outline the research plan for the situational analysis and needs assessment;
  2. To conduct the analysis and assessment, including: desk research and preparing and analysing the outcome of key informant interviews/meetings and focus group discussion with personnel within the Police and outside, as well as compilation and analysis of the information collected in a matrix;
  3. To draft the concrete, tailored recommendations, in the format of a report: a) Assessment of main gaps; b) Drafting of concrete, tailored recommendations in the format of a roadmap/action plan; c)Present preliminary recommendations to the Project Manager and Mission’s staff and receive feedback and d)draft a final report and recommendations (around 20 pages); and e) present the final report and recommendations to the Project Manager and Mission’s staff;
  4. To participate in regular (online) co-ordination meetings with the OSCE staff as requested

 

Timeline: 

Start of the contract: 1 November 2021
End of the contract: 30 April 2022

  • A summary report/analysis from reviewing data collected through interviews and focus groups
  • A preliminary assessment report with tailored policy recommendations
  • A presentation of preliminary findings and recommendations

Necessary Qualifications:

  • First-level university degree in gender studies, social or political sciences or related field; Graduate from National Police Academy will/can be equated with first-level university degree;
  • At least six years of professional experience in the area of gender, preferably in the field of policing and/or the security sector;
  • Good knowledge of and familiarity with existing policies and practices in the field of gender equality, including the international human rights framework;
  • Proven experience in conducting assessments on gender equality, including in the field of policing and/or the security sector; 
  • Professional fluency in English including excellent drafting and editing skills;
  • Good communication skills, initiative and problem solving skills;
  • Knowledge of research and data collection/analysis methods;
  • Computer literacy with knowledge of the Microsoft Office package;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Working experience in Central Asia would be an asset;
  • Experience working with international or regional organizations would be an asset;
  • Knowledge of Russian and/or Uzbek would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
