Background:
 

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

To complement existing UB efforts in the area of cyber security, the Department of Security Co-operation (DSC) is devising an ExB project which would contribute to building cyber security capacity of BiH and establishing the required cybersecurity mechanisms. The envisaged objectives complement those set out in the recently developed Guidelines for a Strategic Cybersecurity Framework in BiH - including building knowledge, skills and technical capacity. 


 

Objective of Assignment: 

The Mission is seeking to engage a National Consultant to develop,  in co-operation with the DSC, an ExB Project Proposal and a corresponding Project Summary Document for building sustainable cybersecurity capacities of Bosnia and Herzegovina.


 

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 24 working days.


 

Tasks and Responsibilities:

In close co-ordination with DSC, the successful candidate will be tasked with the following duties:

 

1. Collecting and analysing information as part of preparations (5 days): 

- Undertaking consultations with relevant Mission members to gain sufficient understanding of prior, ongoing and planned efforts, and to obtain any existing baseline;
- Conducting consultation with DSC Programme Co-ordinator and responsible NPO to agree on scope/parameters and expectations;
- Conducting research to obtain/collect the required information and data;
- Identifying information and data priorities;
- Analysing obtained information and data.


2. Developing the Project Proposal (18.5 days):

- Defining the Project elements, objective, results and activities, taking into account the Project concept document;
- Preparing background and justification;
- Developing Project budget summary;
- Integrating any received feedback and finalizing the document.

3. Presenting the final document to relevant Mission members (0.5 days):

- Conducting an online presentation of the prepared document.

 


Deliverables and performance indicators:

Deliverables:
- Ex-B Project Proposal document;
- ExB Project Summary document.

Indicators:
- The developed documents effectively integrate all received feedback;
- The ExB Project Proposal and Project Summary Document are finalized and subsequently approved by DSC Management by 30 November 2021.

Necessary Qualifications:

  • Advanced university degree in information and communication technology, political science, international relations, security studies, or related field;
  • Minimum eight (8) years of relevant professional experience, including theoretical and practical expertise in the area of cyber security;
  • Experience in project management, particularly in designing/developing projects;
  • Distinct analytical and problem-solving capacity, including the ability to conceptualize and to devise innovative and practical solutions;
  • Effective oral communication skills, including the ability to convey complex concepts/subjects in a clear, concise and persuasive manner to different audiences;
  • Demonstrated ability to multitask and to observe/meet deadlines in highly dynamic and demanding circumstances;
  • Ability to interact, establish and maintain effective working relationships within a diverse team;
  • Excellent written and oral communication skills in English and in the local languages;
  • Computer literate with practical experience using Microsoft applications.

 


 

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
