1. Role and responsibilities
The Shelter and WASH Assistant is responsible for assisting in the day to day implementation of the Shelter WASH program in South Lebanon, through carrying out quality technical assessments and technical follow-up, eligibility and vulnerability assessments, and reporting accordingly.
Generic responsibilities:
- Participate in all Shelter & WATSAN activities related to COVID-19 emergency response.
- Facilitate and monitor the shelter and WATSAN activities and ensure compliance with plans and NRC standards
- Carry out technical needs assessments for shelters, in line with NRC’s project criteria intervention.
- Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment
- Ensure minimum Shelter and WASH standards (based on SPHERE) are applied and maintained in shelters, schools,..etc.
- Mobilize communities and community leaders for the building materials, construction activities and maintenance of structures
- Suggest new methods and approaches in order to improve the quality of the activities
- Administrate payment requests for partners, contractors, suppliers, construction workers etc.
- Report all protection related concerns
- Carry out data collection as required
- Prepare and file relevant documents according to procedures
- Carry out related mainstreaming of protection in programme daily implementation as per the set NRC’s Protection mainstreaming guidelines, and ensure reporting any breaches/concerns to the line manager for proper action.
- Ensure that all protection related detected cases are referred to the concerned referral focal point
Specific responsibilities:
- Participate in all shelter & WASH activities related to COVID-19 emergency response.
- Distribution of disinfection kits/IPC kits in the Palestinian camps and gatherings, ISs, Collective shelters, Lebanese communities.
- Conduct rapid and precise assessments for collective shelters, ISs,…etc.
- Produce accurate drawings, reports, measurements (BOQs) and/or photographs as evidence of a technical assessment.
- Supervise the contractor’s works.
- Monitor water and sanitation facilities acceptance and beneficiary satisfaction.
- Water sampling and testing” collecting water samples from site and testing it in NRC lab”.
- Generate comprehensive weekly and monthly situation reports reflecting trends, challenges and needs on field.
- Report activities using distribution lists, field reports, attendance lists and Kobo online activity reporting
- Data entry
- Filing of shelter & WASH technical documents.
- To perform other related duties as identified by the supervisor when requested
- Report all protection related concerns following internal and external referral pathways
- Report code of conduct breaches especially those that affect vulnerable populations.
- Share your skills and experience within the team and learn from your colleagues.

2. Competencies
Professional competencies:
- Bachelor degree in Civil engineering , Architecture engineering or any related field
- 1-3 year of experience working within Projects in a humanitarian/recovery context
- Experience from working with water and sanitation projects in a humanitarian/recovery context
- Proficiency in MS Office (words and excel)
- Fluency in English and Arabic, both spoken and written
- Knowledge of the context of Refugees informal settlements and/or urban settlements
- Experience with start-up of projects
