Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security.


Objective of Assignment: 

The OCEEA has recently launched the extrabudgetary project on “Digital standardization of good municipal governance services in Ukraine” that aims to assist 7 (seven) selected municipalities in Ukraine in developing tools for data-driven decision-making. The project will also assist in designing, developing, and deploying innovative software solutions for data-driven decision-making procedures thus reducing the implementation deficit of integrity measures on the municipal level in each participating municipality.

To support the implementation of the project, the OCEEA/ requires technical support and sound professional expertise in the development of transparent and data-driven decision-making models in different areas of municipal administration, including:

  • financing secondary education, including the optimization of state educational subventions and local budgets to maintain facilities of secondary education;
  • management of communal housing and services at municipal level;
  • management of local taxes and revenues;
  • municipal land and real estate management;
  • integrity measures and management of corruption risks.


Duration of Assignment:
25 working days


Tasks and Responsibilities:
Under the co-ordinating role of the OCEEA Senior Economic Adviser and the project team, the experts/consultants will be tasked with:
 

  1. Conducting a thorough research and identifying relevant indicators and data sets for the use in open and transparent decision-making processes;
  2. Proposing methodologies for collecting, analysing and systematizing raw data and developing uniformed indicators compliant with international standards and national standards of Ukraine in respective areas of expertise;
  3. Proposing quality control measures to ensure quality of collected indicators and data;
  4. Participating in all working group meetings and other relevant activities, particularly in working meetings with the representatives of participating municipalities;
  5. Providing suggestions on structure and functions of digital solutions that would facilitate data-driven decision-making processes;
  6. Providing inputs, when appropriate, on project reports and other deliverables, including project progress reports and final report;
  7. Performing any other tasks related to the development of tools for data-driven decision-making at municipal level.

Necessary Qualifications:

  • First-level university degree in economics, finance, public administration or related field;
  • Minimum 5 years of professional experience in public administration at municipal and/or national level;
  • Previous experience in introducing and applying digital solutions and tools in public administration would be an asset;
  • Profound understanding of public administration challenges particularly at municipal level. Previous experience in the implementation of integrity, transparency and anti-corruption measures at local/national level would be an asset;
  • Knowledge of the country-specific context and the institutional framework;
  • Excellent writing and reporting skills;
  • Working with international organizations and/or high political institutions would be an asset;
  • Professional fluency in written and spoken Ukrainian, including excellent drafting skills; knowledge of English and/or other OSCE working languages would be an asset;
  • Computer literate with practical experience using Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.


Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
