Organizational Setting and Work Relationships

UNHCR believes it is important to take robust and visible action, as appropriate, to eradicate sexual exploitation and abuse as well as sexual harassment. UNHCR¿s commitment on PSEA has been implemented since 2002 through a series of measures relating to awareness-raising, reporting, investigations, disciplinary action and survivor and whistle-blowing protection. Since 2009 the intention of the agency has been to `mainstream¿ PSEA in UNHCR operations.

UNHCR¿s new Strategy and Action Plan to Tackle Sexual Misconduct includes four objectives:
- Ensure that an end-to-end victim-centred approach is streamlined in all UNHCR practices and procedures concerning sexual misconduct. Strengthen and systematize disclosure and reporting channels to ensure victims and witnesses have access to and receive supportive guidance and comprehensive information to make informed decisions on options available to them. Reinforce protection and support for victims by ensuring that all policies and support and recourse systems are coordinated and guided by a victim-centred approach, inspiring trust and confidence.
- Equip and empower UNHCR and partner personnel to prevent, identify and respond to sexual misconduct Ensure, through learning and awareness-raising activities, that UNHCR and partner personnel are able to identify and understand the impact of sexual misconduct, and are equipped to take up their role in preventing and responding to such misconduct. This applies, in particular, to managers, who will also be supported in creating or contributing to open, inclusive, diverse workplace cultures and working environments, safe from sexual misconduct.
- Uphold organizational accountability in tackling sexual misconduct Continue investment in prevention, mitigation and response measures related to sexual misconduct as an institutional priority. Remain on course to progressively adopt policies, procedures and practices in the areas of prevention of, and response to, sexual misconduct; risk mitigation; vetting and reference checking; culture change; global reporting; programming; and case management.
- Maintain UNHCR¿s role as a key stakeholder engaging in interagency efforts Contribute to eradicating SEA and SH in the humanitarian and development sectors through close and active engagement with partners and by ensuring that field perspectives and realities are adequately represented in interagency fora. Participate in the development of interagency tools, collate and share good practices, and foster positive working cultures that strengthen prevention and response to sexual misconduct.

UNHCR El Salvador as part of its scale-up process has increased its outreach and direct services provided to persons of concern. In this context, it is necessary to conduct a thorough assessment and consolidation of the current PSEA policies in place for UNHCR and its staff, as well as implementing partners.

International Individual Contractor PSEA will report to Protection Officer, PSEA Focal Point.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.


Duties:
The person selected will work alongside PSEA focal point in UNHCR El Salvador to carry out the following activities:
1. Thorough assessment of the state of PSEA efforts and complaint mechanisms from UNHCR and its implementing partners in El Salvador. This assessment will include:
        a.Developing a survey to systematically map out the protocols and policies in place, including training processes and complaint mechanisms. 
        b. A specific assessment of all shelters and spaces where UNHCR offers direct services.
        c.Collect best practices, experiences and lessons learned
2. Strengthening of prevention, reporting, referral and investigation capacities through the training of all UNHCR staff and partner staff in PSEA protocols and the victim centered approach.
- Perform other related duties as required.

Outputs:
1. Summary report of PSEA assessment including identified gaps, best practices, experiences and lessons learned as well as recommendations for UNHCR and partners in mainstreaming PSEA and establishing proper complain mechanisms. PSEA individual assessments must be annexed.
2. PSEA protocols and handbook for all shelters and in all spaces where UNHCR has direct contact with persons of concern.
3. Contextualized training package with all necessary educational materials for ease of future replication.
4. Complaint mechanisms established, installed and functional in all areas where UNHCR has direct contact with persons of concern. 


Minimum Qualifications

Years of Experience / Degree Level
For P2/NOB - 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

Field(s) of Education
University degree (a Master¿s Degree) or equivalent in gender studies, social anthropology, law and women¿s rights, sociology, public health, or other field related to PSEA


Relevant Job Experience
Essential:
- At least 5 years of humanitarian or development experience in children¿s and women¿s rights and violence prevention and response, in particular sexual violence and other forms of gender-based violence.
- Experience in and knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection.
- Experience in developing and facilitating training and capacity-building activities on PSEA.
- Ability to work with government, NGOs, and international organizations.
- Experience developing complaint mechanisms as well as reporting and investigation procedures.
- Experience in building knowledge and commitment among technical and management staff.
- Deep understanding of GBV guiding principles. Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related protection issues.
- Excellent communication, facilitation and interpersonal skills.
- Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise
