Background:

In 2008, the Government of the Republic of Tajikistan decided to launch a comprehensive police reform for the benefit of the people of Tajikistan. The OSCE Programme Office in Dushanbe (hereinafter referred to as “Office”) was requested by the Ministry of Internal Affairs of the Republic of Tajikistan (hereinafter referred to as “MIA”) to facilitate the reforming process through provision of consultative assistance on the basis of its cross-dimensional approach to security.

As a follow-up to the request, the Office employed an OSCE Needs Assessment Mission to conduct a scrutinized research of the MIA’s status quo on policing and needs to be fulfilled for its improvement. The Needs Assessment Mission was carried out by OSCE officials, mainly originating from the OSCE Secretariat. Upon completion of the needs assessment, the parties (OSCE  respectively MIA) agreed on signing the Memorandum of Understanding in 2011 (hereinafter referred to as “MoU”) between the Government of the Republic of Tajikistan and the OSCE on police reform issues, and developing the Police Reform Strategy.

The MoU serves as a legal framework which clarifies the tasks and responsibilities for each party. One of the key responsibilities of the Office was to provide advisory and consultative assistance to the MIA and engaging Civil Society Assistance Group in the development of the police reform strategy. The fundamental findings of the needs assessment served as a key reference in developing the Police Reform Strategy and were reflected in its first draft by an OSCE international expert. Further, the Strategy was initially reviewed and revised by the Civil Society Advisory Group and the members of the Police Reform Steering Group, as well as by relevant Working Group members, comprised of various representatives of law enforcement, civil society and Human Rights activists and other governmental bodies. The Police Reform Strategy was adopted in 2013 by Decree of the President of Tajikistan, and will serve as a road map in outlining the strategic state policies in furthering a community-based police development throughout 2013-2020. The implementation modalities of the Strategy are outlined both in the Police Reform Program and Action Plan for 2014-2020, which were developed by MIA and adopted by the Government of Tajikistan. 

The ability of development partners to implement their project interventions is dependent on their access to donor funding. Access to these funds requires submission of proposals for consideration by the potential donors. Project results should be effectively communicated and shared through good reports.

For sustainable and effective implementation of project interventions, it is essential that government bodies like Ministry of Internal Affairs have the capacity to design, write and deliver high quality project proposals and reports.

Brief description:                   

The Office will recruit two (2) national experts for the period of 8 working days to conduct comprehensive practical training course on fundraising tools and enhancing presentations skills of the officers of Ministry of Internal Affairs. In addition to this, hired experts will be responsible for practical assistance in reviewing and adjusting existing eight (8) project proposals in line with state policies, rules and regulations as well as for guiding MIA officers on the same subject.

This course aims to equip participants with skills in completing well-structured and presenting effective and successful project proposals. The participants should also acquire skills in:

  • setting indicators and KPIs for project outcomes;
  • preparing logical frameworks and project timelines;
  • adjusting project budget in accordance with actual prices and rates;
  • monitoring/evaluating the implementation of the project activities;
  • preparing attractive presentations which can engage the audience, in particular potential donors;
  • and writing qualitative programmatic reports which will reflect the actual results of project implementation or completion.


Objective of Assignment: 

The assignment aims at enhancing capacity of MIA’s relevant departments to review and adjust project proposals related to Police Reform issues in line with existing state policies, rules and regulations on the development of national strategies and programmes. In addition, it should develop fundraising and presentation skills of training participants towards projects related to the Police Reform, Police Reform Programme and Action plan with identification of challenges and obstacles, priorities and areas for improvement in the context of the police reform implementation, as well as lessons learnt.


Duration of Assignment:

8 days from October 2021 until November 2021 (TBC).


Tasks and Responsibilities:

Working closely with the Office of National Coordinator on Police Reform from MIA, the national experts will report to the POiD Advisor on Counter Terrorism and Police Issues, National Police Assistance Officer, National Liaison Officer and will be tasked with the following duties:

  1. Getting insight of Police Reform Strategy, Police Reform Programme and its Action plan;
  2. Developing training course modules by placing a particular focus on the:
  • Overview of national legislation and policies related with state strategies and programmes;
  • Compliance of developed project proposals with the rules and regulations set by Tajik Government;
  • How to conduct monitoring and evaluation of the implementation of project activities in line within the project timeline, budget and logical framework;
  • Strategies for Winning a Proposal;
  • Building Blocks of Effective and Attractive Presentation of Project Proposal;
  • Preparing and writing project reports for the donors and state agencies and institutions (show best practices and existing templates).
  • Conducting 5-days comprehensive practical training course throughout 11 – 15  October 2021 in Dushanbe city for up to 10 nominated officers from Ministry of Interior; 
  • Acting as facilitator and guiding during training sessions as well as to contribute actively to the exchange of views and practical experiences with participants;
  • Training sessions must incorporate interactive methods of learning through a mix of practical activities, theory, group works and case studies for better understanding of ordinary MIA officers who never developed any project proposals;
  • Presentations should be delivered comprehensively laying stress on the all aspects of effective project proposal, its presentation, fundraising and reports writing aspects, with focus on the latest developments and modern approaches used in other countries;
  • Presentations should include practical experience and interaction to stimulate critical discussion and thinking;
  • Submitting the draft agenda for preview of the OSCE staff within 5 (five) days prior to the start of the training course;
  • Submitting the presentations for preview of the OSCE staff within 3 (three) days prior to the start of the training course;
  • Sharing theoretical and practical knowledge and guide assigned MIA officers on developing and writing all the elements and blocks of presentation of project proposals;
  • In coordination with MIA, receiving list of first hand needs and current priorities in implementation of Police Reform Programme and Action Plan in Tajikistan;
  • Based on received list, assisting nominated MIA officers to  review and adjust developed final project proposals in each area of development within Police Reform addressing its Programme and Action Plan implementation;
  • Drafting a final report, which shall include the outcomes of the training course and recommendations based on the participants’ feedback within maximum 10 days after the completion of the final activity.

Deliverables:

  • Prepare up to 10 trained specialists from assigned MIA officers who will be able to review and adjust project proposals, develop presentations and write reports;
  • Design training course materials (module, presentations, hand-outs, etc.);
  • Draft and finalize detailed agenda of the training course including all practical sessions and exercises;
  • Final report, which shall include the outcomes of the workshop and recommendations based on the participants’ feedback.

Necessary Qualifications:

  • University degree in project management, business administration, law or economics preferably combined with experience in NGOs, international organizations or state agencies and ministries, or equivalent education and minimum 7 years of  relevant experience;
  • Strong programme and presentation design skills, including capacity to prepare logical, coherent, and consistent documents including budgets, logical frameworks and project timelines;
  • Capacity to work in a multi-sector team including coordinating technical input into the proposal;
  • Prior demonstrated experience developing proposals for international donors or national strategies, programs or projects;
  • Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organisations, and technical experts from multiple sectors;
  • Knowledge of police reform activities in Tajikistan and relevant national legislation is a distinct advantage;  
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in Russian language is required, working knowledge of English is an asset;
  • Experience in conducting legal, policy and political analysis and trainings, especially in the areas related to raising capacities of law enforcement representatives;
  • Excellent communication and negotiation skills;
  • Excellent research, analytical and reporting skills.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
