Information Counselling and Legal Assistance (ICLA) Coordinator Alfasher Area Office (National Position)

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

The purpose of the ICLA Coordinator position is to implement the delegated Information, Counselling and Legal Assistance (ICLA) project portfolio

The following is a brief description of the role.                                      

Generic responsibilities

  1. Line management of ICLA Team leader and ICLA Project Assistants operating in the West Darfur region.
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps at field level.
  4. Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation)
  5. Provide regular progress reports to the Area Manager and/or ICLA Programme Development Manager.      
  6. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist beneficiaries.
  7. Promote and share ideas for improvement and necessary changes in the program activities.
  8. Ensure capacity building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders including participation in relevant coordination meetings.

 

Specific responsibilities

  1. In consultation with the ICLA Programme Development Manager, coordinate and facilitate capacity building trainings for humanitarian partners, local authorities and displaced community leaders on ICLA thematic areas.
  2. Ensure compliance with ICLA policies, and implementation of ICLA case management and M&E tools by the ICLA team.
  3. Implement HR related processes (recruitment, orientation, training, performance appraisal) with respect to the ICLA team.
  4. Ensure compliance by the ICLA team with NRC’s Human Resource, Financial, Logistics & Security policies and procedures, and amicably resolve any challenges that arise between the ICLA Officers and NRC’s support departments.
  5. Regularly attend relevant Protection Cluster/Sector meetings in area of operation to represent ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing HLP, civil documentation, legal identity, and related challenges, and contribute to the provision of effective and timely humanitarian assistance to displaced persons.
  6. Work with the team to implement ICLA activities relating to Housing, Land, and Property, collaborative dispute resolution and access to Legal Identity including civil documentation in West Darfur.
  7. Liaise and collaborate with relevant local authorities and other key stakeholders and maintain positive relations to facilitate ICLA implementation.
  8. Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
  9. Foster productive relationships between ICLA and local authorities / humanitarian partners.
  10. Promote synergies between ICLA and other departments within NRC.
  11. Be an active member of the West Darfur Area Office Management Team (AMT)
  12. Any other task relevant to the position as requested by the line manager.

Our Ideal Candidate:

  • A University degree in law is strongly preferred and will be considered a very strong asset; alternatively a degree in social science, political science, or a related subject will be considered if the candidate has a sufficiently strong background in protection related work.
  • Minimum five years’ experience from working in a protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building trainings.
  • Experience with housing, land and property rights related issues will be considered a very strong asset.
  • Experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
  • Significant experience in monitoring, evaluation and reporting on project activities
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Cluster/Sector)
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook

 

Technical management expertise relevant to the role. Documented results related to the position’s responsibilities. Fluency in English and Arabic both written and verbal. 

Preferable to be from Alfasher area.

Duty station: Alfasher with almost 40% travel.
