Emergency Coordinator Alfasher Area Office (National Position)

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role and responsibilities

The two main purposes of the Emergency Response Coordinator are to ensure that NRC Sudan is sufficiently prepared to programmatically and operationally respond to sudden-onset emergencies (working with the Country Management Group), and also to support Area Management Teams to coordinate and deliver appropriate rapid responses to emergencies when they arise.

Generic responsibilities

  1. Developing robust emergency response design is based on appropriate needs and context analysis with an integrated program approach.
  2. Ensure high level of technical quality and synergies in project implementation of the emergency response
  3. Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes
  4. Deliver systematic training and build capacity of emergency and programme staff
  5. Responsible for development of emergency preparedness plans within the country operation
  6. Compliance and adherence to NRC policies, guidance and procedures
  7. Advocate for the rights of refugees and internally displaced people, in line with NRC policy and strategy

Specific responsibilities

  1. Coordinates, quality manages, and reports on activities under NRC’s ECHO-funded Rapid Response Mechanism in Sudan, as per NRC’s operational guidance and processes – including:
    1. Context analyses
    2. Beneficiary and stakeholder consultations
    3. Needs assessments
    4. Market assessments
    5. Response analyses and planning
    6. Beneficiary (and vendor) registration and sensitisation
    7. Distribution coordination
    8. Post-distribution monitoring.
  2. Periodically (annually) update the existing Emergency Response operational guidance (including SOPs and tools) to ensure they remain relevant and sufficient for appropriate emergency responses, incorporating learning and advancements
  3. Develops and coordinates efforts on NRC Sudan’s Minimum (Emergency) Preparedness Actions, and when instructed by the Country Management Group develops and coordinates efforts to implement Advanced Preparedness Actions
  4. Maintains internal and external (Sudanese) surge rosters for larger emergency responses, including support in selection and delivery of relevant training

Our Ideal Candidate:

Bachelor degree in humanitarians, conflict management or related field with minimum five years’ experience of working as an emergency coordinator in a humanitarian or development context.

Team leadership, inter-personal, and inter-cultural skills and documented results related to the position’s responsibilities.

 

Experience with cash-based interventions (desirable) and emergency response cycles and systems, including emergency preparedness. Experience in basic data analysis and report drafting (desirable) and experience in delivering training and testing staff/team performance (desirable). Knowledge about own leadership skills/profile.

Technical management expertise relevant to the role. Documented results related to the position’s responsibilities. Fluency in English and Arabic both written and verbal. Preferable to be from Alfasher area.

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Alfasher with almost 40% travel.
