NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.
Role and responsibilities
The purpose of the Security Coordinator position is to coordinate Security risk management. This includes developing and updating Security strategies, plans and SOPs. It also includes coordinating Security risk mitigation measures for safe and secure program access.
The following is a brief description of the role.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
- Develop, review, update and implement the NRC Security Management Systems and Procedures
- Conduct Security Risk Analyses (SRAs) according to minimum operational requirements (MOSS)
- Contribute to the start-up country strategy development assessing new areas that are identified as priority
- Minimize/mitigate security risks to staff, assets, operations and image of NRC
- Management of security staff at country office
- Support, train and capacity build security staff in all offices
- Prepare reports as required
- Liaise with other humanitarian actors on Security -related issues
- Ensure all staff receive security related trainings
- Act as an adviser to CMG leader during a crisis
Specific responsibilities
- Conduct regular SRAs to identify Security requirements and to assess if all NRC locations are compliant with NRC Security Risk Management standards.
- Facilitate implementation and adherence of Sudan-specific SOPs, guidelines and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan and Medical Emergency Plan)
- Support Country office and field offices in achieving Security compliance; including producing a regular status report for CMG
- Participate in scoping/assessment missions to expand the operational capacity of NRC across the country
- Support the budgeting process for inclusion of Security costs; guided by SRA findings and operational needs
- Present Security issues at CMG level, including briefs on context and changes in context
- Periodic and ad-hoc reporting to the Country Lead/Director (and the Global Security Manager supporting Sudan operations)
- Provide regular situational Security updates/alerts/advisories to staff and operate the all-staff WhatsApp groups on Security updates
- Ensure new staff, visitors and staff returning from leave receive Security briefings within 24 hours of arrival
- Provide Security input in program planning processes, and coordinate and align Security support with program plans at Country level
- Design, deliver or facilitate Security trainings and awareness sessions to all staff, ensuring that mandatory Security trainings (as identified in the Security Management Plan) are delivered
- Provide technical support and capacity building of Security staff as well as outsourced guards
- Leadership of Security Officers and Assistants in tasks such as SRAs, training, stakeholder engagement and access negotiations in line with program requirements
- Ensure the Monthly Security report submissions are compiled and submitted to Head Office
Our Ideal Candidate:
Bachelor degree in international relations/conflict dynamics or related field with minimum five years’ experience of working as a Security Coordinator in a humanitarian or development context. Previous experience of working in complex and volatile contexts. Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile
Technical management expertise relevant to the role. Documented results related to the position’s responsibilities. Fluency in English and Arabic both written and verbal. Preferable to be from Alfasher area.

Duty station: Alfasher with almost 40% travel.
