The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis, supported by more than 1,800 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Working in coordination with the humanitarian community in Iraq, IRC currently addresses the needs of war-affected Syrians and Iraqis in North East Syria. IRC’s activities in North East Syria focus on providing specialized protection services for women, men and children, primary healthcare services, cash, food, voucher and non-food item programming, as well as livelihood programs.

Purpose of Consultancy:

As part of its capacity sharing policy, the IRC Northwest Syria partnership department needs to support our partners regarding developing their internal HR departments capacity.

The proposed method is to develop HR related training content including training manuals, training documents and training materials in different HR related topics, and to conduct the trainings with the IRC partners.

Scope of Work:

·Task 1: Review existing HR needs assessment outcomes.

·Task 2: Develop a training needs assessment, circulation of the TNA and review the outcomes.

·Task 2: Develop training content including training manuals, training documents and training materials in different HR related topics under: HR Business Partners, Compensation and Benefits, Recruitment.

·Task 3: Develop implementation plan for the trainings.

·Task 4: Review the implementation plan with IRC focal point, and prepare the program goals and objectives, agenda, materials, description of methods, scenario, presentations.

·Task 5: Develop pre and post evaluation for each HR training.

·Task 6: Conduct the HR trainings.

·Task 7: Reporting and certificate preparation.

Deliverables:

1-Share the report of reviewing existing needs assessment outcomes and the newly developed needs assessment.

2-Develop training content including training manuals, training documents and training materials in different HR related topics under: HR Business Partners, based on the training needs assessment shared from the IRC focal point. Trainings needed are: (Advanced Performance Management, How to Develop Policies, Change Management, Code of conduct, how to handle complaints and investigations, Strategic Planning – Human Resource Management, Advanced Talent Management, how to create and maintain a safe workplace).

3-Develop training content including training manuals, training documents and training materials in different HR related topics under: Learning and Development, based on the training needs assessment shared from the IRC focal point. Trainings needed are: (How to Develop Training Plan, Career Planning and Succession Planning, Learning & Development, how to Create a Learning Plan).

4-Develop training content including training manuals, training documents and training materials in different HR related topics under: Compensation and Benefits, based on the training needs assessment shared from the IRC focal point. Trainings needed are: (Building a Salary Scale, Staff Care and Wellbeing, Salary Management, Payroll Management).

5-Discuss all trainings developed with the IRC focal points, edit as requested.Training module and training plan including the training schedule.

6-Share the pre and post evaluation forms for each training.

7-Share the training implementation plan, along with the training schedule.

8-Conduct the HR trainings.

9-Sharing the end of training report, participant list (attendance list) and certificates.

Methods of Payment:

To be paid upon completion.
