Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality (GE) and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts.

Working in concert, UN Women and the National Ministry of Gender, Child and Social Welfare in South Sudan, have developed a great partnership to promote gender equality through shared dialogue, advocacy, and cooperation programs. UN Women continues to support the National Ministry of Gender, Child and Social Welfare in the Government of the Republic of South Sudan to achieve its mandate, in promoting gender equality, safeguarding the rights of women, children, persons with disability and other vulnerable groups. One key task within the Ministries mandate is to ensure that all government institutions, CSOs and private sector are gender sensitive and that they take into consideration the diverse needs of the population in the design, planning, implementation of annual work plans. That, the Ministry continues to ensure that diverse needs are also considered within monitoring and evaluation of policies, programs, plans and projects.

Some of the work that the Ministry of Gender Child and Social Welfare undertakes to achieve this includes adoption of the National Gender Policy (2013) which upholds the government’s commitment to the principles of equality and human rights as enshrined in the TCSS 2011 and as amended in the R ARCSS (2019). To uphold the key objectives outlined in the National Gender Policy, the Ministry has established gender focal persons (GFPs) in line Ministries and Commissions, and the gender focal persons are tasked with the responsibilities of mainstreaming gender equality principles in their respective sectors. On-going trainings on gender, gender mainstreaming and gender responsive budgeting have also been conducted with the focal persons. 

Another prioritized area for the Ministry is the MGCSW strategy on GBV, which includes the developed Standard Operating Procedure for GBV support, prevention and protection. The strategy also contains a Strategic Action Plan for Ending Child Marriage in South Sudan (2017-2030) which is being implemented with the States and the paramount chiefs. The implementation of the strategy has led to a new established Juvenile and GBV Court in Juba, the Special Protection Units at Police Stations, and the One-Stop-Center within Juba Teaching Hospitals and within State Hospitals. Still, more work needs to be done on the development of the data management system for GBV (GBVIMS), to monitor GBV trends and GBV occurrences.

To further strengthen the Ministry of Gender, Child and Social Welfare’s deliverance of its mandate, UN Women South Sudan would like to hire an IT/Social media Manager, to provide the essential support and facilitation for the Ministry to effectively deliver on its planned activities. UN Women is therefore looking to hire an IT/ social media manager to perform the following duties for the Ministry of Gender, Child, and Social Welfare:

Duties and Responsibilities

The IT/Social Media Manager will work under the direct supervision of the Undersecretary of the Ministry of Gender, Child and Social Welfare and the Director General for Gender and Child Welfare of the Ministry. The IT/ Social Media Manager is expected to perform the following tasks and responsibilities:

  • Preparation of IT and Communications Unit Work plan focusing on the input and needs of the Ministry and based on the approval of the Senior Management at the Ministry;
  • Check on the Ministry of Genders website daily to ensure it is up and running smoothly;
  • Create official emails for staff using domain name of the website;
  • Upload official documents to the website as approved;
  • Upload photos and videos of activities of activities being done weekly on the website;
  • Upload news updates of the Ministry to the news segment in the website;
  • Support in the scheduling, participation and follow up of all ICT meetings involving the Ministry of Gender;
  • Link the website to all social media platforms;
  • Upload photos and videos of the activities being done on the social media accounts and create content to upload daily;
  • Share monthly analytic reports to the supervisor;
  • Have regular updates from the office secretary on the weekly activities of the minister;
  • Setup and host critical virtual meetings for the Ministry;
  • Train and support users at the Ministry on virtual meetings/video conference meeting;
  • Perform any other duties as tasked by the supervisor.

Required Skills and Experience

 

Education and certification: 

First level University degree in Information Systems, Information Management with strong specialization in ICT areas, Cisco Certified Network Associate (CCNA). Knowledge of the ATLAS system would be an asset.

Experience:

  • 3 (Three) years of continuous professional work experience relevant to IT and Communications.;
  • Experience in conducting IT training would be an asset;
  • Experience in provision of advisory and technical support and working with government 
  • officials is an advantage;
  • Experience in setting up of ICT infrastructure in establishing new offices;
  • Setup and managing AD Servers and File Servers;
  • Conversant with VSAT Systems;
  • Knowledge of and experience in post-conflict environment would be an advantage.

Language Requirements     

  • Fluency in English is required;
  • Knowledge of Arabic is an asset.
