Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. Specifically, the office has supported research on the role of women in the prevention of violent extremism, the socio economics factor and women’s engagement in violent extremism, and the link between public violence against women and violent extremism, all of which aim to inform decision-making on the issue of violent extremism as well as UNCT programming on this topic. In 2019, UN Women Tunisia in partnership with UNDP, SIDA, Government of Sweden and the Ministry of Women, Family Affairs and Childhood organized the second edition of the Gender Equality Forum held in Tunisia from 24 to 26 April, with more than 500 global participants including women activists and male champions from national, regional and local governments, civil society, private sector, academia, and international organizations, as part of the first step towards Beijing +25, and the need for the process to be inclusive, to focus on intersectionality and include new developments including on technology that were not present 25 years ago.UN Women Libya has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the programme is working to strengthen women’s political participation, ensure gender responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in the humanitarian consultations and processes. Specifically, UN Women in partnership with OCHA carried out a Gender in Humanitarian Action Training to strengthen gender perspectives in the current response. UN Women Libya chairs the UN Gender Working Group supporting increased coordination and the development of new partnerships. UN Women Libya works closely with the UNCT, as well as civil society (including through capacity-building support to grassroots CSOs), higher education institutions and government counterparts. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.Objective of the Assignment:Reporting to the Country Representative for the UN Women Tunisia Libya Conflict Cluster office, the Resource Mobilization and Programme Management Specialist will provide technical support to the development and implementation of partnership and resource mobilization strategies, donor relations management, knowledge-building and advocacy as well as support programme planning, development, implementation and monitoring.

Duties and Responsibilities

Provide support in developing and implementing partnerships and resource mobilization strategies of the Cluster Office

• Develop project proposals in line with the UN Women’s strategy and the interest of donors;

• Analyze and research information on donors; undertake ad-hoc donor studies, research, and other activities to identify funding opportunities and programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities;

• Provide technical inputs to senior management’s efforts to develop resource mobilization and partnership strategies and advocacy strategies and methods for proactive and strategic targeting of partners and donors and new and innovative partnerships;

• Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;

Provide support to the management of effective relationships with donors

• Draft and review partner-specific funding proposals and concept notes;

• Provide technical support to the senior managers in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;

• Provide updates on donor profiles and donor intelligence;

• Provide technical support to programme managers for the preparation of high quality and timely donor reports;

• Provide technical support to the collection of information and preparation of results-based reports for external constituencies.

Participate in knowledge building and sharing and advocacy efforts

• Draft communications products, policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions;

• Advise on the creation of UN Women communications products, packages and positions;

• Contribute to the development of knowledge products and mechanisms to effectively position UN Women;

• Review and provide feedback to knowledge and communications products and publications, as needed.

Provide technical support to programme development, implementation, monitoring, and reporting for the Cluster Office

• Provide overall programme advisory support to senior management;

• Provide technical support to the design and formulation of programme/ project initiatives;

• Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;

• Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;

• Support the Operations Analyst to monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;

• Coordinate the process of gathering information and preparing progress reports on programme implementation, including for the annual report;

• Provide training on results-based management to office staff, as necessary.

Required Skills and Experience

Education

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an asset.

Experience

  • At least 5 years of progressively responsible experience in programme management and/or resource mobilization and advocacy;
  • Experience in gender equality and women's empowerment;
  • Experience writing successful development programme documents and proposals;
  • Experience working with civil society organizations, international institutions and donors;
  • Experience in knowledge management and/or communications, including clearly communicating results, evidence, and issues for external audiences;
  • Experience working in the MENA region is an asset;
  • Experience working with UN Women is an asset.

Language Requirements

  • Fluency in English and French is required;
  • Knowledge of other UN working languages is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education – 25% (25 points)
  • Criteria 2:  Experience – 30% (30 points)
  • Criteria 3:  Language – 15% (15 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  •  'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
