The purpose of the Livelihoods & Food Security (LFS) Programme Development Manager (PDM) position is to be responsible for technical development, strategic direction, implementation, and quality assurance as well as monitoring of NRC Sudan’s LFS activities and programme, as well as relevant staff mentoring and capacity development. The LFS PDM is expected to follow NRC’s standards, procedures, and guidelines for project governance applicable for the particular projects. S/he is also responsible for the overall planning and coordination of all LFS interventions, either directly within the LFS CC (Core Competencies) or as an integrated approach across other CCs

Your basic background to perform the tasks include:

  • At least four years in a development and/or humanitarian Livelihoods/Food Security programming environment, including three years’ experience in a senior level project management position
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming, DRR approaches including environmental analysis
  • Knowledge and skills in market analysis, cash-based interventions and market based programmes
  • Strong livelihoods experience is required; additional food security experience is preferred 

We shall measure your ability to perform on the below tasks:

  • Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
  • Develop the LFS Core Competency strategy, technical SOPs / guidelines and Macro logrames
  • Responsible for quality programme development and management, including funding proposals, project budgets and donor reports
  • Implement technical direction and ensure high technical quality of projects across operational areas
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Coordinate and manage LFS Core Competency project implementation and LFS components of integrated projects (activities, budget and project documentation) in line with proposals, strategies, and donor requirements
  • Contribute towards actively implementing and supporting ‘integrated’ (multi-sector) programmes, cross-sectorial exchange of lessons learned, and adherence to relevant quality standards;
  • Overall management of assigned project staff
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

To excel in your role, the below is necessary

  • Knowledge of the context in Sudan
  • Fluency in English, both written and verbal is mandatory; Arabic language skills is an advantage
  • Experience in needs assessment, project monitoring and evaluation, and programme development
  • Strong leadership skills and a supportive management style
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels
  • Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook
