The UNDP Tajikistan Country Office was selected as the Principal Recipient in the implementation of HIV/AIDS grants provided to Tajikistan by the Global Fund to fight AIDS, Tuberculosis and Malaria since 2003. The overall goal of the Project is to reduce the burden of HIV and TB in the country through addressing challenges related to HIV, drug resistant (“DR”) TB, co-infection of TB/HIV, human rights barriers, and underlying health systems shortcomings calling for urgent actions. The Project is streamlined around four main objectives, aiming at ensuring effective HIV response measures among key populations (KPs), scaling up access for early and quality diagnosis, treatment and care, ensuring integrated care for those affected both by TB and HIV, as well as strengthening national public heath response. The Project will build up on the previous projects’ achievements and results; it will additionally, introduce innovative approaches, such as index testing for HIV, introduction of TB-LAM diagnostic method and new community active case finding interventions using One Impact mobile solution. Also, the Project will contribute to the national health care reform by building and improving the technical and managerial capacities of health professionals, promoting participation of civil society organizations in the response to the HIV/AIDS and TB epidemics, and enhancing the cooperation of non-governmental organizations with the public health sector.

Duties and Responsibilities

Under the direct supervision of the Programme Manager (GF) the Monitoring and Evaluation Specialist will have three main responsibilities:

1. To be responsible for Monitoring and evaluation activities of TB component of consolidated TB/HIV grant under the direct supervision of the Project Coordinator:

  • To be responsible for Monitoring and evaluation activities of the TB grant.
  • Quarterly analysis of the data on TB indicators’ realization as per Grant Performance Framework and SR agreements, quality of services, summarizing of reports on project realization for concrete periods of time to present to project manager. Triangulation of qualitative, quantitative and impact level data.
  • Coordinates and bares the responsibility on the quality of routine reporting of the project progress according to GF, UNDP and national procedures and requirements.
  • Developing of draft M&E plans (separate for each Sub Recipient (SR) and an overall one for the Principal Recipient) for TB component.
  • Support and facilitate the development and strengthening Monitoring and evaluation system on TB.
  • Ensuring development and implementation of recommendations on gathering processing and analysis of data.
  • Identify capacity gaps of SRs in the field of M&E and recommend remedial actions.
  • Develop a field monitoring plan based on agreed progress and target indicators.
  • Develop/update monitoring and evaluation tools including forms, questionnaire, check lists etc..
  • Undertake regular field trips to the project sites with the purpose of performing monitoring assessments.
  • Prepare substantial monitoring and evaluation reports; make follow up on the recommendations in the report.
  • Prepare the GF and UNDP periodic M&E reports on implementation of the project.
  • Participate in development of uniformed system of indicators and ensure appropriate use of those.
  • .Act as a Focal Point for monitoring of the progress of Technical Review Panel recommendations of the GF and progress against Capacity Building Plan.
  • Provided inputs in drafting of TORs for Baseline, Mid-term, and End of program Evaluations for HIV/TB grant.

2. Cooperate M&E/Reporting Specialist and Project Coordinator and other project team in developing donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs:

  • Review periodic technical reports of SRs and provide appropriate comments.
  • Provide technical expertise and inputs to consolidation of periodic reports for submission to donor.
  • Closely coordinate with the members of project staff in order to ensure timely and substantial reporting on activities implemented.

3. Capacity building of national partners on M&E related activities.

  • Organize and conduct training programs for SRs on the use of recommended reporting and monitoring formats and guidelines.
  • Advise management on project implementation and actively participate in discussion related to efficient and effective program implementation.
  • Conduct on job training for national counterparts (M&E staff and other staff responsible for any monitoring related activities) on monitoring and evaluation, proper filling documentation and reporting on M&E.
  • Perform other duties as required by UNDP/ PIU Senior Management.

Required Skills and Experience

Min. Academic Education

  • Master’s degree (or equivalent) relevant discipline including public health, epidemiology, public administration, international development, sociology, social science or equivalent, or
  • A relevant bachelor’s degree (or equivalent in above mentioned fields) in combination with five years of qualifying experience in relevant discipline including public health, epidemiology, public administration, international development, sociology, social science or equivalent.

Min. years of relevant Work experience 

  • At least 3 (three) years (with master’s degree) or 5 (five) years (with bachelor’s degree) of progressively responsible experience in the field of M&E is required.

Desired additional skills and competencies

  • At least 3 (three) years (with master’s degree) or 5 (five) years (with bachelor’s degree) of progressively responsible experience in the field of TB and/or HIV/AIDS M&E would be an asset.
  • Experience in assessment of data quality and analysis of data sets, preferably related to TB and/or HIV/AIDS would be an asset.
  • Experience in all aspects of evaluation from initial design, field test, implementation, analysis, communication, and final use of the evaluation findings.

Required Language(s) (at working level)

  • Russian and Tajik with proven speaking and writing skills is required and working knowledge of English is an asset.
