OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Education, with guidance from the Director of the Institute for Capacity Building in Africa (IICBA), and under the direct supervision of the IICBA Senior Programme Specialist, the National Project Officer (the incumbent) shall ensure the successful implementation of the Shanghai-FIT project. In particular, the incumbent will ensure overall coordination of the Shanghai-FIT project at regional level at the planning, implementation, and monitoring and reporting stages.

The Shanghai-FIT  project aims to (i) develop a regional ‘Technical Guidance for Developing and Operationalizing National Teacher Competencies and Teaching Standards Frameworks’; (ii) support the participating countries in developing national teacher competencies and teaching standards frameworks in accordance with the Guidance; and (iii) provide capacity-building trainings for teachers, teacher educators and teacher policy makers in the participating countries in line with the newly developed frameworks.

Long Description

In particular the incumbent will:

  • In consultation with the national focal points and UNESCO-IICBA, take lead in adaptation and production of the project documents, work plan, and budget in order to align them with local circumstances –  especially ensuring that activities budgets are realistic against the overall project timeline and objectives.
  • Take lead in setting up a National Technical Working Group (NTWG) to provide country-level support and inputs for implementing the project.
  • Liaise regularly with NTWG focal points and consultants to keep abreast of latest developments at country level with regard to specific country needs for implementing the project, challenges encountered, formulation of priorities, coordination with other key teacher-related initiatives in the country, and general political agenda or developments affecting the project and teacher issues in general.
  • Assist in identifying possible contractors and related aspects in close coordination with UNESCO-IICBA;
  • Coordinate the enhancement and operationalization of the National Teacher Competencies and Teaching Standards Framework (henceforth referred to as “National Framework”);
  • Coordinate South-South dialogue and cooperation on professionalization of teaching.
  • Ensure implementation of project work plan according to planned timelines and budget, and liaise with UNESCO-IICBA on any major challenges.
  • Liaise with UNESCO-IICBA as regards the release of funds for implementation of activities according to work plan based on available contract modalities.
  • Participate in monthly National Technical Working Group meetings reporting progress on implementation along with country focal points.
  • Contribute to country-specific narrative reporting to UNESCO-IICBA and donor.

Education

  • Advanced university degree (Masters or equivalent degree) in the field of education, social sciences, or a related field.

 

Work Experience

  • At least 4 years of relevant work experience in the field of education or a related field.

 

Skills/Competencies

  • Excellent planning, coordination and networking skills, and an ability to build and sustain effective partnerships inside and outside of the Organization.
  • Strong interpersonal and communication skills, both oral and written, including the ability to prepare reports and to present in clear and concise ways; and ability to communicate effectively with political, technical and others partners.
  • Ability to work effectively in a team and to maintain effective working relations in a multi-cultural environment.

 

Languagues:

  • Excellent knowledge of English (oral and written).
DESIRABLE QUALIFICATIONS

 

Work Experience

  • Work experience related to teacher professional development.
  • Relevant work experience at the international level preferably within a UN or similar agency or in government ministry.
  • Experience in the planning, development, implementation, and management of projects in the field of education, including communication and advocacy.
  • Experience working with governments in Sub-Saharan Africa region will be an advantage.


Languages

  • Fluency in at least one of the local languages.
