Background

UN Women Country Office and International Alert - Kyrgyzstan are partnering on the initiative and building on a new SIDA 2021 intervention, that focuses on SGBV-prevention and advocacy for gender equality , to develop foundations for larger expert networking and knowledge sharing to reshape existing and future approaches. The goal is to transform the attitudes towards SGBV-prevention programming and improve cooperation and exchange of knowledge and innovation among development partners.

The initiative comes at the time when the country is facing the complexity challenges brought to the wide attention by the COVID-19 crisis as well as natural and man-made conflicts the country has witnessed the past year. As a result of the rapid changes with the emergence of the COVID-19 pandemic and its related challenges, there is a recognized need to respond and address the complexities with new approaches and to do development differently that is sustainable and conflict sensitive. To tackle the complex challenges, it is necessary to adopt a more holistic, multi-faceted and grassroots approaches and practice applying innovative cooperation and exchange of experience.

To implement the initiative, UN Women and International Alert are seeking to recruit a National Knowledge Management Strategic Consultant to create a Platform through designing and facilitating a Knowledge Management Fair that aims at strengthening the knowledge exchange among development partners towards stronger advancement of Gender Equality commitments. The initiative will be implemented in collaboration with the UN Country Team and other development partners in Kyrgyzstan. The initiative will be piloted in Kyrgyzstan and possibly upscaled to a wider Central Asian region.

The KM Strategic consultant will work in close partnership with a team member (KM Communication Consultant) and under the direct supervision of SDGs data and Partnership Coordinator at UN Women and Representative of International Alert organization.

Duties and Responsibilities

The KM Strategic consultant will work in close partnership with a team member (KM Communication Consultant) and under the direct supervision of SDGs data and Partnership Coordinator at UN Women and Representative of International Alert organization:

Activity 1 Desk review and consultation and planning of fair

1. The consultant will provide support for conducting desk review of relevant Programme documents, Knowledge Management strategies of UN Women and International Alert for familiarizing with the context and mandates of both organizations towards planning the sessions of the Fair.

2. At least 3 consultation meeting with UN, Donors, Government, Civil Society actors to map the needs and expectations of partners.

3. The consultant will finalize draft Concept Note, Workplan and Agenda.

Note: Activity needs to be implemented in close consultation with UN Women and International Alert.

Activity 2 Conducting Knowledge Management Fair and follow up. (4 events)

1. The consultant will be responsible for communication with development partners implementing GEWE programmes and creating List of Participants based on the thematic of events.

2. Manage organization the knowledge Management Fair (total 4 events under different thematic areas)

3. Collect and document feedback and lessons learned for improvement of Knowledge Management platform.

Timeframe: The duration of the consultancy is through 30 December 2021 for up to 50 fee days:

The payments will be made in KGS in two instalments per reported number of fee days based on submitted and approved deliverables, as follows:

Reporting requirements:

The National Consultant is expected to be using her/his own computer in the premises of office of International Alert with frequent visits to UN Women office.

Consultancy report should be provided in both in printed and electronic versions in Russian and English with detailed description of the fulfilled tasks, according to the present Term of Reference, and the contribution of the expert as well as recommendations for further programme development for the year of 2022. Analytical documents, reports and other materials developed by expert should be attached to the report as annexes, which will serve as a justification for payment.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in communications or marketing, social science or relevant fields is required. A first-level university degree (Bachelor degree) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 3 years of professional work experience in knowledge management, including researches, creating, implementing and evaluating KM systems and tools.
  • Demonstrated experience in creating and implementing KM strategic plans, organizational assessments (at least 2 samples)
  • Strong Experience on gender equality and women empowerment
  • Experience in organizing workshops, communication campaigns and / or PR events.
  • Working experience with UN and/or international organizations is an asset.

Language:

  • Fluent written and oral skills Fluency in Russian and working level of English. Knowledge of Kyrgyz is desirable

Other Skills

  • Knowledge and skills of developing campaign posters and social media posts is required.
  • Knowledge and skills in IT (use of various platforms for KM)
  • Knowledge of Internet communications (Zoom, Skype, email) and command is required
  • Excellent presentation and facilitation skills, and verbal and written communication skills

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period. The financial proposal should be provided in KGS.

Evaluation of applicants

The evaluation starts with shortlisting of potential candidates and received applications against the mandatory requirements. Only full applications will be considered. Shortlisted candidates will be then evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  1. Technically responsive/compliant/acceptable to the requirements of the ToR; and
  2. Having received the highest cumulative (technical & financial) score out of below defined technical and financial criteria.

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the present ToR in order to determine whether they are compliant/ non-compliant.

3rd stage: Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

Where:

p - points for the financial proposal being evaluated;

µ - price of the lowest priced proposal; z - price of the proposal being evaluated

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.
