Background:
 

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.


In 2021, the Mission launched the extra-budgetary project Promoting a Dialogue for Reconciliation in BiH (the Project), which aims to further strengthen inter-ethnic co-operation in BiH. The Project consists of several components to advance dialogue and promote reconciliation by engaging a wide range of stakeholders, including local political leaders, local institutions, war veterans, students, teachers, activists and others. The Project envisions a more systematic use of the Maglaj – War and Peace film across targeted audiences in BiH and beyond as a tool to kick-start cross-community dialogue and address the reconciliation deficit in the country via concrete initiatives in targeted local communities. 
 


Objective of Assignment: 
 

The purpose of this consultancy is to develop a Guidebook for practitioners (i.e. education professionals, peace activists, NGOs and development organizations) on how to use the documentary as a dialogue-facilitation tool.
 

 

Duration of Assignment:
 

This is a consultancy assignment with an expected duration of approximately 12 working days.

 


Tasks and Responsibilities:

 

Under the overall supervision of the Project Officer, the successful candidates will be tasked with the following duties:

1. Drafting a Guidebook on how to most effectively use the documentary as a dialogue-facilitation tool for different types of events and audiences. The Guidebook should consist of the following components:

- Introduction (1-2 pages)
- Context (1-2 pages)
- Lesson Plans / Workshops for targeted group (3-5 pages each):

  • For primary school students (9th grade)
  • For secondary school students
  • For university students 
  • For peacebuilding / reconciliation activists
  • For war veterans
  • For the general public

- Follow-up opportunities (3-6 pages)
- Annexes/Handouts (4-8 pages) 

2. Liaising regularly with relevant project staff, including the Project Officer and Project Assistant, to make sure the content of the draft Guidebook reflects the requirements set out in the Project documents; 

3. Incorporating lessons learned from four years of screening the documentary (2017-2021) via outreach (online platforms) to a) various NGOs and peace activists who have organized events featuring the film and post-screening discussions, b) the three war veterans featured in the documentary and c) OSCE staff in BiH.

 

 

Deliverables:

 

A guidebook for peace activists, NGOs, international development practitioners and education professionals is developed.

Necessary Qualifications:

 

  • University degree in the field of social sciences, psychology and/or pedagogy;
  • At least two (2) years of relevant experience in the field of mediation, dialogue facilitation, reconciliation and trust building;
  • Experience in development of reconciliation, peace-building and dialogue facilitation guidebooks and materials is desirable;
  • Experience working with youth, high school students or university students, especially in the field of post-war reconciliation and dialogue facilitation, is desirable;
  • Experience in moderating discussions for different types of public, including peace activists, general public and youth is desirable;
  • Excellent writing and oral communication skills in the official languages of Bosnia and Herzegovina, as well as in English;
  • Computer literate with practical experience using Microsoft applications.


 

Remuneration Package:

 

Remuneration will be based on the selected consultants' qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
