CRR Associate

Organizational Setting and Work Relationships

The CRR (Comprehensive Refugee Response) Associate supports the promotion of a multi-stakeholder comprehensive refugee response. The post requires the ability to prioritize tasks and to organize work independently based on direction from the supervisor. The CRR Associate will be relied on to support the mainstreaming of the CRRF (Comprehensive Refugee Response Framework) approach in the Operation. By this s/he will support the facilitation of trainings, consultations and planning processes, providing technical input for the integration of refugees into national systems. The incumbent will also ensure that physical and electronic data on all relevant information is filed appropriately. Relying on an extensive knowledge of national and regional contexts and trends the CRR Associate is expected to contribute to the identification of key interlocutors and entry points for refugee inclusion at national and sub-national levels.

Duties
- Ensure timely implementation of administrative and budget procedures in the area of responsibility.
- Support strategic partnerships with stakeholders in CRRF such as the private sector, development partners, international and civil society organizations, UN agencies and the district authorities.
- Support mapping exercises of refugee financing and development programming in the relevant districts, to determine gaps, capacity and comparative advantage of different actors.
- Support documentation of economic activities and socio-economic factors impacting refugees¿ self-reliance.
- Select and make pertinent abstracts, talking points, information material and undertake searches for information as relevant for CRRF and other initiatives of the Unit.
- Support the Solutions Unit in key research activities.
- Prepare briefing materials for Supervisor and other staff.
- Prepare meetings and seminars including draft agenda, budget, background materials, minutes, etc.
- Support to work plans and reporting processes involving Solutions Unit, CRRF, UNDAF and other initiatives.
- Support to preparation on mission plans.
- Share relevant information and requests with various stake-holders.
- Draft correspondence and ensure follow-up.
- Maintain accurate records and ensure archiving of CRRF materials.
- Maintain policy, confidential and general management files.
- Manage the flow of information to/from the Supervisor and other staff; identify priority matters that need to be urgently addressed by the Supervisor.
- Keep lists of names, addresses and telephone numbers of various stakeholders.
- Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience
Years of Experience / Degree Level
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Certificates and/or Licenses
University Degree in Social sciences, social economic development, development planning, rural development, or other related fields

Relevant Job Experience

Essential:
Experience  working with private sector, NGOs, UN organizations, and government authorities in sub-sectors relevant to livelihood engagement e.g. microfinance, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.

Desirable:
Knowledge/experience in terms of socio-economics and livelihoods/self-reliance. Knowledge/experience on coordination within the UN system. Previous experience of UNHCR.

Fluency in English and Spanish

======================================================================================================== On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world¿s largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach.

The objectives of implementing the CRRF are to: (i) ease pressure on host countries; (ii) enhance refugee self- reliance; (iii) expand access to third-country solutions; and (iv) support conditions in countries of origin for return in safety and dignity. The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programs, supporting these priorities where possible. The CRRF aims to bring on board additional partners into the refugee response, including those who have been less involved in refugee response, by mobilizing their respective areas of expertise and interest to contribute to a broad-based intervention. The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels ¿ in particular various government offices which need to be involved as part of the CRRF roll-out.

Since July 2019, El Salvador is part of the Comprehensive Regional Framework for Protection and Solutions (MIRPS) and has committed to take concrete steps to assist, protect and find suitable solutions for forcibly displaced people. This is a framework that will need to be fostered and become the main planning framework of UNHCR¿s cooperation with Government.

In the Central America, the regional CRRF is referred to as the Comprehensive Regional Protection and Solutions Framework, or MIRPS, for its acronym in Spanish. UNHCR El Salvador is working with national authorities to create a Steering Committee led by the Government to coordinate the roll-out of the MIRPS, including a mapping exercise and gap analysis among the first steps. This will further inform the priority areas of engagement and indicators for initial progress for the application of the CRRF in El Salvador. The CRR (Comprehensive Refugee Response) Associate will support the roll-out of the MIRPS in El Salvador Operation.

The incumbent will directly report to the Government Liaison Officer. The incumbent will benefit from functional guidance from the supervisors, as well as other colleagues in the office, and the Regional office in Panama. S/he will also benefit from support from technical units at HQ as appropriate. S/he is also expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments.
