This position is located in the Mail Operations Unit (MOU), Special Services Section (SSS), Facilities and Commercial Activities Service (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). The incumbent reports to the Chief, Mail Operation Unit.
The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The FCAS operates the Headquarters Complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UNHQ-New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, gift shop and the United Nations Postal Administration. The MOU under the Special Services Section ensures the continued provision of efficient, effective and high-quality mail operations.
Within delegated authority, the Administrative Assistant will be responsible for the following duties:
Human Resources Management
•Processes, monitors, reviews and follows-up on actions related to the administration of the unit’s human resource activities, e.g. recruitment, promotion, job classification reviews, training etc., ensuring consistency in the application of regulations and procedures;
•Enters, maintains and certifies administrative data and records for time and attendance, performance appraisal, etc. in electronic information systems;
•Provides advice and guidance to staff with respect to administrative procedures, processes and practices and liaises with central administrative services as and when necessary;
•Maintains and reviews organizational staffing tables; prints and reviews electronic reports.
•Assist in the preparation of solicitation documents such as Request for Proposal, Technical Evaluation Matrix, Technical Evaluation Reports, including all annexes/attachments;
•Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services;
•Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN;
•Processes the payment of contractors' invoices and monitor payments;
•Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys;
•Coordinates necessary tasks (renovation works, repair and maintenance, IT requirements) among contractors and relevant work units within the UN.
Budget and Finance
•Monitors status of expenditure and allotments thru Enterprise Resources Planning Systems, record variations and updates budget tables;
•Consolidates data received and provides support to higher-level staff with respect to budget reviews of relevant intergovernmental and expert bodies;
•Reviews status of relevant expenditures and compares with approved budget;
•Assists in the preparation of budget performance submissions;
•Prepares statistical tables and standard financial reports.
•Drafts routine correspondence;
•Maintains files of rules, regulations, administrative instructions and other related documentation;
•Maintains up-to-date work unit files (both paper and electronic);
•Coordinates extensively with service units and liaises frequently with internal team members;
•Organizing and coordinating administrative arrangements for meetings including preparing and distributing minutes;
•Performs other related administrative duties, as required, e.g., processes and follows up work orders; monitor inventory of office supplies.

High school diploma or equivalent is required.
A minimum of five years of experience in administrative services or related area is required.
Experience using Enterprise Resource Planning systems (such as SAP) is required.
Experience using Microsoft applications (MS Word, MS Excel, MS PowerPoint) is required.
Experience supporting budget preparation, monitoring, and performance reporting is desirable.
Experience in contracts administration is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.Assessment

Appointment or assignment against this position is for an initial period of one year.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
