  1. Lead and direct the planning, execution and monitoring of the Office and allocating resources for the completion of the work programme and its timely delivery and responsible for all matters associated with the work of the Office.

  2. Provide authoritative advice and guidance to the Secretary-General on all matters dealt with by the Office and represent the Organization in UN wide initiatives and projects on all areas under mandate.

  3. Plan and directs the development and completion of a risk-based annual workplan in accordance with relevant and established professional standards for internal audit, evaluations and investigations.

  4. Provide independent internal audit reports to the Secretary-General, with recommendations to improve internal controls, adequacy of regulations, rules and polices, governance and risk management process and organizational efficacy and effectiveness.

  5. Provides counsel, expert advice and guidance to the Organization and its staff about ethics and standards of conduct. Handles and addresses with the highest level of confidentiality all reported cases of misconduct, including initial screening and proposal for early resolution, whenever feasible, and coordination of the matter with respect to Investigation, as required. Ensure thorough and seamless end to end processes in accordance with staff regulations and staff rules and all relevant issuances.

  6. Manages and administers the Appendices on misconduct and fraud, protection from retaliation policy and procedures, financial disclosure programme, code of ethics including conflicts of interest, outside activities, policy on gifts and all relevant policies.

  7. Conducts the Impact Assessment Exercise to assess the impact of the Integrated Technical Cooperation Programme (ITCP) with a view to measure the effectiveness and compliance with the specified and agreed aims and objectives. Submit regular reports and submissions on all aspects of work.

  8. Liaises and coordinates the work of the Office by serving as the focal point with the External Auditors, Joint Inspection Unit and other external oversight bodies with the UN system. Follow up on the status of implementation of all recommendations issued by the Office and other external oversight bodies. Assess organizational risk of non-compliance with various frameworks and make recommendations on remedial actions.

  9. Develop and implement standards, training and other awareness-raising initiatives about Ethics, Misconduct, etc., through a variety of internal communications and activities, such as briefings and presentations, information/promotion packages and contribute on the ethics function, standards and expected behaviour.

  10. Keep abreast of all trends, challenges and developments in the areas of internal audit, investigations, evaluations, ethics, corporate governance. Collaborate and coordinate with all other internal Divisions and Departments and other UN agencies as appropriate.

  11. Contribute by revising and formulating policies and innovative approaches and strategies to further harmonize and strengthen the efficacy and effectiveness of the organization. Participate in all Organization wide change management initiatives.

  12. Perform any other tasks and work as required and as assigned by the Secretary-General.
