NORCAP, operated by the Norwegian Refugee Council, solves challenges in the humanitarian, development, and peacebuilding sectors to better protect vulnerable people’s lives and rights. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity.

We work with and through our partners to address challenges via three core activities:

  • Together with our partners we identify capacity needs and respond accordingly with expertise and knowledge to achieve sustainability. As an independent entity we are well placed to identify and address challenges, improve collaboration and encourage new and innovative approaches   

Our Democracy, Human Rights and Peacebuilding Programme (NORDEM), strengthens the capacity of international organizations and national stakeholders to promote and protect democracy and credible elections, human rights, rule of law and peace.

NORDEM is now recruiting a Human Rights Experts to work in support of UNDP’s regional human rights work, including strengthening National Human Rights Institutions(NHRIs) through the Tripartite Partnership (TPP) to support NHRIs.

UNDP is supporting the strengthening of national human rights systems throughout Africa through: supporting national human rights institutions (NHRIs) as part of the Tri-Partite Partnership with the UN Office of the High Commissioner for Human Rights (OHCHR) and the Global Alliance of National Human Rights Institutions (GANHRI); supporting engagement with the human rights mechanisms including the Universal Periodic Review process and the treaty bodies;  integrating  human rights and SDG follow up; supporting a human rights-based approach to development cooperation including UNDP programming approaches; and, promoting the UN Guiding Principles on Business and Human Rights and other accountability mechanisms to further promote and protect human rights.

Expected Outputs and deliverables:

Support to the regional human rights portfolio in Africa including country support and project design

  • Identify best practices and lessons learned in human rights programming in Africa and support knowledge sharing and peer to peer support
  • Conduct research and facilitate knowledge sharing on national human rights systems, support to NHRIs, engagement with the human rights mechanisms, mainstreaming of human rights and promotion of accountability including the UN Guiding Principles on Business and Human Rights
  • Support country programming and project development on human rights

Project implementation to support the TPP including close coordination with TPP partners focused on NHRI support in countries

  • Implement the workplan of the Tripartite Partnership for National Human Rights Institutions (TPP) in Africa
  • Develop context specific joint approaches to support national human rights institutions (NHRIs) leveraging the comparative advantages of the TPP partners
  • Communicate regularly with OHCHR, GANHRI, and NANHRI counterparts to capture inputs from all partners

Resource mobilization related to human rights and the support to NHRIs

  • Engage in advocacy and resource mobilization efforts to scale up the human rights work in Africa
  • Develop resource mobilization strategies for human rights support in Africa and maintain regular communication with current donors

Advocacy and partner engagement related to human rights.

  • Establish regular meetings and methods to share information between external partners and UNDP colleagues
  • Draft mid and end of year reports for donors of the relevant human rights work
  • Provide inputs/ draft briefs, talking points, speeches for senior management upon request
  • Utilize the GPN Community of Practice networks to engage colleagues across the organization

Experience and qualifications:

  • A Master's degree, preferably in international development, law, international affairs, public administration, public policy, development economics, or other relevant field, or extensive compensating experience in Human Rights and Rule of Law.
  • A minimum of 5 years of relevant experience in either public sectors (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility
