The  Humanitarian Practice web portal http://corecommitments.unicef.org was launched in April 2020 as a pilot platform to provide a modern, accessible and user-friendly platform to communicate the new CCCs online; improve access to relevant humanitarian know-how resources (e.g. learning, guidance, tools and templates) for practitioners, including UNICEF implementation partners, everywhere; publish COVID-19 resources for practitioners and partners worldwide; and to host the online elements of the LHD quality review process (publishing project). The site is hosted on WIX platform.

After 18 months of implementing the pilot platform a lot of lessons were learned and new features and development needs were identified to enhance and stabilize the platform. The purpose of this consultancy is to enhance the functionalities and incorporate new WIX features and user-identified development ideas to stabilize the portal.

How can you make a difference?

Our idea is to modernize and democratize humanitarian know-how by creating an innovative new online platform. A platform to enable more and new types of digital media for all types of devices and users; integrated humanitarian knowledge and learning content; new functionality for collaboration and data collection; and updated codification and quality processes to improve findability, speed and relevance of content for users.

For the user – finding the content they want, sharing knowledge, reacting, connecting with people, online learning, online competency measurement, data-driven content recommendations, content personalization, and customization.

For UNICEF – the publishing process, editing/modifying, manage communities, manage content (WCMS), a digital paradigm for content (non-document), video and podcast publishing, modern digital learning types and functionality, omnichannel functionality and LMS functionality

For content owner – Hierarchical classification Taxonomy with multiple value possible

    1. Scoping and clarifying the new development ideas with the content owners and users. The Consultant will be expected to carefully analyze that the new developments and changes will not slow down the site or cause errors on the live site.
    2. Testing and implementing the multiple "Areas of Work" property in the database structure. This has been requested by content owners since many items are the result of collaboration across more than one area. Currently, we can only assign one value. This means when users filter on an "area of work" they may not see items which were forced to be classified into another area. Furthermore, users would like a second level under each AOW to allow for more granular classification within their area.
    3. Implementing the auto-summarizing by GetDigest or any similar tools. Add a widget to each knowledge product page so that users can decide if they want the full report, or an AI generated text only summary.
    4. Multi-language translation for all web pages and menus and buttons including the LHD Reviews and CCCs (but may not include documents).
    5. Explore and implement technical solution for the global search and other advanced search or browsing options to make it easy for users to find the content they want
    6. Stabilizing the increasing thematic knowledge base on the platforms – there is notable increase in the number of thematic databases being requested by content owners, and there is need to streamline the standard template for the knowledge bases, ease of updating and linking to other content on the platform.
    1. Full testing and enhancement of online elements of the LHD Interactive – the LHD Quality review Online Publishing process and technical features on the platform were developed between January and March 2021 but have not been fully test. The online elements include the knowledge base, survey, report creator form, country office report, country office report preview, reporting LHD database and the LHD review database.
    2. Feedback mechanisms – identify (enhance the current feature) and implement the technical functionalities for users to provide feedback on the platform and share resources widely (specific webpages, or knowledge products). This could be through the WIX features of any other suitable widgets.
    3. Humanitarian learning and development-Coordinate with internal and external (other agencies, training providers) expertise to develop and maintain an up-to-date repository of high quality training resources/courses (including coaching tools, case studies, on-the-job learning activities) aligned to the Competency Framework for Children in Humanitarian Action and initiatives for humanitarian leadership development . 
    4. Communities and connecting humanitarians – build technical functionalities for facilitation and community of practice. Allow users to send content for review and inclusion, facilitation and build a community of practice
    5. Explore, document, and implement ways of uploading more content on the platform without increasing the number of static pages. WIX has a limit on the number of static pages. Adding new content areas – the set templates for new content. One way is to use dynamic pages where possible – these pages are created from a database when requested by a user.
    6. The pre-publishing environment which contains folders used by content contributors and for the content published on the site is hosted on SharePoint. The Consultant will update and document “shortcuts” or more efficient ways of publishing large numbers of documents from the publishing environment to the portal.
    7. Document procedures for adding new sections or content and for updating published content on all the new sections and added functionalities. Training and ongoing support for content editors 
    8. Digitalization brings risks and challenges to secure inclusiveness, data protection and privacy. UNICEF should set an example of responsible and inclusive data collection and management where affected community rights for access and privacy are realized, as well as their right to supply data directly. Testing and use of modern tools to ensure data protection and privacy
    9. Reviewing and updating the guidance and procedures for site maintenance, SOP maintenance, metadata maintenance, search engine monitoring and optimization, basic reporting, analytics configuration, responding to end-users, license management, security event preparedness and response.
    10. Document new development ideas for the next generation platform

The consultant is expected to work as part of the KM team in HELS, under the direct supervision of the KM Emergency Specialist at HELS and under the overall supervision of the Chief of HELS/EMOPS. The successful candidate will also work closely with the content owners and focal points from EMOPS and other divisions and regional/country offices to ascertain and provide feedback on new development ideas for the platform

This is a remote / home-based consultancy. The contract has an intended starting date of 1 November 2021 for a 4-month duration.

To qualify as an advocate for every child you will have…

  • •Bachelor’s degree in design or a similar field and 5+ years of web design and or web content creation and management experience

    •Strong experience of the WIX website builder, Microsoft SharePoint, and familiarity with the Microsoft Office365 Suite.

    •Experience with web site analytics and usage reporting

    •Experience in SEO with a focus on humanitarian content findability

    •Experience in page performance optimization and multi-platform performance (mobile)

    •Excellent communications skills, especially written communications, collaboration skills, and ability to interact in a diverse user community.

    •Excellent organizational skills and ability to prioritize and manage multiple tasks.

    •Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

    •Prior experience working a humanitarian organization is desirable.
