Objective

Overall objective of the consultancy is to support UNICEF COVID-19 team in supporting Ministry of Health and Population and partners in their efforts to effectively deploy COVID-19 vaccines to Egypt. The overall objective will be achieved through the following sub-objectives:

  • To establish system for accurate monitoring of supply needs and gaps and provide accurate supply reports

  • To develop a comprehensive COVID-19 vaccination training package, including management of cold chain, IPCs, waste management, safe vaccination practices, counselling, communication

  • To improve capacity of MoHP medical teams to implement COVID-19 vaccination, including management of cold chain, IPCs, waste management, safe vaccination practices, counselling, communication, etc.

  • Work closely with UNICEF M&E To strengthen COVID-19 information system and database for monitoring performance.

Methodology

In close collaboration with UNICEF health team and guidance from COVID-19  program focal person,  MoHP and partners (WHO and others), the consultant will provide technical support to the vaccination processes and will follow up/ monitor the implementation of priority activities. The support includes three main domains: technical and quality implementation support (in supply chain management and training), monitoring and reporting. In addition, the consultant will support UNICEF health team in data collection and report drafting.  

The consultant will participate in regular meetings with partners (MoHP, and others) to follow-up implementation. All publicly available sources of information related to COVID-19 vaccination, including WHO/UNICEF certified training programmes, supply information, monitoring and reporting platforms, will be shared with the consultant.

ACTIVITIES, DELIVERABLES

The following core activities should be conducted by the consultant:

  • Monitor distribution and end-user satisfaction with cold chain and other equipment procured by UNICEF to support COVID-19 vaccination.

  • Assess the needs and gaps in provision of COVID-19 vaccination supply and advise the MoHP, UNICEF and partners on the priority needs.

  • Update / Design of COVID-19 vaccination training package with coordination with MoHP and WHO. 

  • Support in training MoHP medical teams on COVID-19 vaccination.

  • Support documentation- whenever relevant- different events, success stories and case studies.

PAYMENT

The report on COVID-19 supply procured and distributed by UNICEF.

The report should include updated list of supply procured by UNICEF, update on the distribution and use of the supply, end-user satisfaction with the supply, etc. The report should also outline supply gaps (i.e. supply needed to achieve the national vaccination targets).

Update COVID-19 training package.

The training package should outline topics; target audience, learning objective, training methodology, presentations, entry and exit exams, etc.). the training should be based on certified UNICEF and WHO material, adjusted to the country needs.

COVID-19 training report.

The consultant will organize and deliver COVID-19 trainings for MoHP core medical staff. Training reports should provide basic information on the number of people trained, their profile, knowledge gain, application of knowledge in the daily work, etc.

Help in report writing and to respond to MoHP, UNICEF HQ/RO inquires and requests

With coordination of UNICEF team to represent UNICEF in agreed meetings with partners

Qualifications

UNICEF Egypt is looking for consultant with strong expertise and good track record in implementing public health care initiatives, and who is respectful to cultural diversities, community values, and is sensitive to gender issues, with zero tolerance to violence, child abuse and neglect and other harmful practices. The following expertise is required:

  • Medical background; with a minimum of a bachelor’s degree in medicine / pharmacy / public health / or other health related field. Postgraduate degree in Public Health or relevant degrees will be favoured.

  • Previous experience (at least 5 years) in supporting public health care systems and public health initiatives, with expertise in implementation of immunization programme.

  • Track record of leadership, facilitation and coordination skills and commitment to delivering timely and high-quality evaluation reports.

  • An excellent understanding of data and monitoring principles

  • Good presentation, communication, and writing skills. Strong analytical skills are an asset.

  • Fluency in both written and spoken Arabic and English is a must.

  • Past experience working with international organizations or donor supported programs is desirable, including familiarity with UNICEF work and with the Convention on the Rights of the Child.

Conditions of work

 

Under the supervision of the COVID-19 team and program focal person and in close collaboration with MoHP, the consultant is required to implement all the activities agreed and submit all deliverables on time and with quality. The manager is responsible for ensuring that the entire process adheres to the organizational quality and ethical standards. The manager ensure that the consultant has access to all necessary documents.

payments will be issued upon delivering and accepting of agreed upon deliverables and progress reports by his/her direct supervisor with attached deliverables.

This is a full-time assignment with regular in office work; the consultant is expected to operate for full working hours.  Attend program meetings, field visits and workshop, outside Cairo might be called for when required. Required field travels related to this assignment will be compensated as per UNICEF policies and Procedures.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
