Reports to Regional Chief of Health and HIV/AIDS/Regional health advisor to support 14 country offices in the region on a broad range of areas including health systems, practically in the areas of integrated maternal, newborn health, prevention of mother to child transmission of HIV/Hepatitis B and syphilis and adolescent health.

How can you make a difference?

The incumbent is accountable for technical assistance, regional coordination and partnership building in the development, planning, implementation, coordination, monitoring, evaluation and supportive oversight for strengthening health systems and UHC for children, focusing on the areas of integrated maternal and newborn health, prevention of mother to child transmission of HIV/Hepatitis B and Syphilis and adolescent health, which are defined in the latest EAP regional operation plan and EAP’s country programmes.

Under the overall guidance of Reginal Health Advisor, the incumbent acts as a regional focal person on HIV/AIDS, and are accountable for HIV sectoral review, the UNAIDS UBRAF Joint Programme Monitoring System (JPMS) regional and country reports, country offices thematic OR report, regular analysis/synthesis of good practices with accurate and complete monitoring and analysis, and the timely preparation.

The incumbent is accountable for contributing to achievements of the EAPRO reginal headlines and UNICEF’s strategic plan, and for realizing the UNICEF programme to promote gender equality, with an emphasis on gender disaggregation, gender disparity identification and gender mainstreaming.

 

Summary of key functions/accountabilities:

1. Regional and country situation analysis, regional programme development and planning

Expected end-result: Timely and strategic global, regional and country context analysis contribute to the development of comprehensive situation analysis with consistent integration of sex and other disaggregated data and its periodic update for effective programme planning, monitoring and advices.

2. Regional programme management, monitoring and delivery of results

Expected end-result: Work plans are strategically formulated, and their implementations are regularly monitored, adjusted and improved to timely deliver planned or adjusted results.

3. Oversight and technical assistances to country programme implementations in the region

Expected end-result: Proactive remote and on-site technical supports are provided to country teams through timely advices, effective capacity building and coordinated engagement with their government partners, UNs/H6, young key populations and other key stakeholders.

4. Networking and partnership building

Expected end-result: Quality contributions are made for strengthening health systems through maintaining and building strategic partnerships and collaborations with internal, UNs/H6 partners, young people and other external stakeholders.

5. Reimagination thought leadership and knowledge management

Expected end-result: Become an informed opinion leader through client-oriented knowledge management by focusing on systems and people and through integrating knowledge management in daily activities.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: public health, health systems and financing, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professional experience in health policy development, advocacy and programming at international level, of which at least five years in one or more areas of health systems, adolescent health and prevention of mother to child transmission as well as prevention among adolescent and young key populations at risk of HIV and STIs exposures.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
