VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

DTA / DTI assists countries in their efforts to develop, through trade, investment and innovation, the potential of the manufacturing sector to stimulate socio-economic progress. The Department is responsible for helping countries to strengthen their competitiveness in global markets by building their capacity in quality, environmental sustainability and social responsibility, in line with international standards. It supports the establishment of links between producers / processors in developing countries and local, regional and global value chains (retailers, manufacturers) by developing capacities in the area of product quality related to activities aimed at encouraging export consortia. DTA/AGR aims to link resources to markets as part of the value chain approach, by strengthening industrial links upstream and downstream of the chain and, therefore, strengthening living conditions and socio-economic development of countries in a sustainable manner. The Department provides a range of technical cooperation services to help developing countries increase the added value of their agricultural sector and create jobs in non-farm activities for rural communities, thereby helping to increase food security and improve sustainably reduce poverty. The National Expert in charge of Communication and Visibility will be functionally attached to the DTA / AGR / RJH (Rural Entrepreneurship, Youth Employment and Human Security) unit, which has overall responsibility for the project.

PROJECT CONTEXT: The project entitled “Improving the competitiveness of the Guinea-Bissau mango value-chain: production, local processing and export support” is the national component, for the Republic of Guinea-Bissau, of the West Africa Competitiveness Programme (WACOMP). It is part of specific objective 2 - Support for the competitiveness of the private sector - of the priority area of concentration 2 - Regional economic integration, aid for trade - of the Regional Indicative Program (RIP) 2014–2020 for West Africa (11th EDF). The WACOMP action document establishes as its first specific objective "improving the performance, growth and contribution to industry, regional trade and exports of selected value chains" and emphasizes the following sectors: (i) fruits and vegetables (mangoes, pineapples, onions, cassava, ginger, tomatoes, cashew nuts and rubber), (ii) textiles / clothing, (iii) leather, (iv) services (IT, communication, renewable energies). This component of Guinea-Bissau of the WACOMP contributes to the Strategic and Operational Plan (2015-2020), in particular within the framework of component VI "Building a strong private sector and a diversified economy", and of point b "Fully exploiting the potential agricultural sector ”; it takes into account the recommendations of the poverty reduction strategy document of the ECOWAS strategic orientation document on mango, as well as the recommendations of the European Commission on the adoption of a value chain approach and the need to focus interventions on a limited number of value chains. The overall objective of the action is to contribute to strengthening the competitiveness of West African countries and its integration into regional and international trading systems. The specific objectives are to improve the performance of the “Mango” sector in Guinea-Bissau and promote its growth, by stimulating its contribution to local industry, regional and international trade as well as to job creation in the country. (1), and to improve the business climate in Guinea-Bissau, in particular through the integration of regional policies in favor of competitiveness in national policies (2). The project contributes to inclusive growth based on trade and regional integration of Guinea-Bissau. The government of Guinea-Bissau has placed export growth high on its development agenda. The project is fully aligned with the country's development objectives and benefits from very strong ownership and commitment from national (MTI and MADR) and private stakeholders (CCIAS, , Producers, AMAE, , Corubal Agro-industrial, COAJOQ, KAFO), including at the highest level of decision-making. Main Functions

Under the supervision of the Project Manager based at the UNIDO headquarters in Vienna, the National Expert in charge of Communication and Visibility will work under the direct authority of the National Project Coordinator and will ensure the planning and implementation of project activities in terms of communication, advocacy and visibility in accordance with the project’s Communication and Visibility Plan. His/her duties shall be performed in accordance with applicable rules and regulations of UNIDO and these Terms and Reference. Specifically, the incumbent will be responsible for the following tasks: - Update and monitor the project's detailed communication and visibility action plan. - Develop and support the preparation of media, communication, advocacy and audio-visual materials to achieve the communication objectives specified in the communication and visibility plan. - Ensure media coverage and visibility of UNIDO, European Union, WACOMP Regional and WACOMP-GB. - Produce and maintain a database of photographs and videos and develop a strategy to obtain visual images of UNIDO’s action in all project areas. - Evaluate and monitor communication activities leading to concrete results. - Liaise with the press, partners, project beneficiaries in order to maintain a positive image of the UNIDO, EU, WACOMP Regional and WACOMP-GB. - Prepare and lead, in conjunction with the various project partners, awareness campaigns to take gender into account and other identified urgent aspects. - Establish a detailed database of all the project stakeholders and maintain an information system for monitoring activities, priorities, expectations, etc. in their evolutionary dynamic. - All other tasks as requested by the Project Manager, the UNIDO Country Representative and the National Project Coordinator. - Prepare the End-of-Assignment report detailing activities carried out and summarizing the challenges and recommendations.

Minimum Requirements

Education

Advanced university degree in communication, commerce and marketing, business administration, journalism, public relations or other relevant discipline is required.

Languages

Fluency in written and spoken English and Portuguese is required. Fluency and/or working knowledge of another official UN language, particularly French, is desirable.

Computer Skills

Field of Expertise

- At least three (3) years of professional experience, including two (2) years in communication and/or marketing within private or public structures, is required; - Experience with UN and EU rules and guidelines for communication and visibility is desirable; - Experience of the Bissau-Guinean institutional context and the functioning of ministerial communications services is desirable; - Experience of the environment and the challenges of the mango sector in Guinea-Bissau is desirable; - Proficiency in various electronic and networking applications (Publisher, Word, Excel, PowerPoint, SharePoint, Outlook, uploading, Facebook, Twitter, LinkedIn, etc.) is required.
